HE DISCIPLINE AND EFFICIENCY of the army have been greatly im paired by men leaving their proper com mands to join others, in which t hey find service more agreeable. This practice, almost aa injurious in its consequences as the crime of desertion, by the Articles of War, exposes the offender to a similar punishment, aud subjects tne of ficer receiving hiss to dismissal from the army. It is therefore declared that the provis ions of General Order No. 2 of this date, army headquarters, apply to such men as have le heir proper commands and joined others without oeing regularly transferred. They will receive the pardon promised in that order upon complying with its condi tions, or suffer the consequences attached to neglecting it The aames of such absentees will be forth with reported to these headquarters by the oflicers with whom they are serving, aud immediate measures taken to return them to their proper commands. Abeut 4 o'cloefc this morning, Gen Lec attaoked the enemy on our left, in the vicinity of the Appomatf tox, assaulting and capturing two lines o works and one if more heavy forts. Gordon assaulted and carried the enemy's works at Hare's Hill, captjiiing nine pieces of artill ery, eight mortars and between five and six hundred .prisoners, among them one Brig. General, and a number of oflicers of lower grades The tines were swept .for a distance of feur to five hundred -yards to the! right and left, and two efforts made to recover the captured work were handsomely repulsed; but it was found that the enemy's works in the rear, commanding his main line, could only be taken at a great sacrifice, and the troops were withdrawn to their original po sition. It being impracticable to bring qff the captured guns, owing to the nature of the ground, they were disabled and left, j Our loss as reported is not heavy. Among the wounded is Brig. Gen. Terry, flesh wound, and Brig. Gen. Phil. Cook. arm. All the troops engaged, including two brigades under Brig. Gen. Ransom, behaved most handsomely. The conduct of the sharp shooters of Gordon's corps, who lead the assault, deserves the highest oommendatiojn. This afternoon there was skirmishing on the right, below Pickett's lines, with varied success. At dark the enemy held a consul arable of the line farthest in advance of oure main works. (Signed,) R. Aa order from the Adjutant General, in relation to recruiting colored troops in the Confederacy, says tjbe officers will be assigned or appointed in each 'State, charged with the enrollment, and dis position of all reoruits. ! No slave will ibe accepted as a recruit unless with the owner's consent, by written instrument conferring, as far. as he may, the rights of freedmen. aDointment of officers to companies, to be formed of recruits, will be made by the President. The officers employed in recruit ing are enjoined to provide considerate and humane attention to whatever concerns the health, comfort and discipline ef the recruits- Also, to a uniform observance of kindness and forbearance in their treatment of them, and especially to protect thera from injustice and oppression. Northern News Richmoko, March 26. The New York Htrald of the 24th, says Gen. Lew. Wallace has left New Orleans on a special mission to Matamoras, for the purpose of enquiring into the arrangements of Mejia, Maximili an's commander there, with Gen Slaughter for the delivery to the latter, of refugees escaped into Mexico. Admiral Porter's flag ship arrived in the the James river on Tuesday, 21st, and an. chored of! Aikin's Landing. The President and Mrs. Lincoln visited Gen Grant on Thursday, 23d. L Gold closed on the 23d, at 160. European News. Richmond, March 26. European advices are to the 12th inst. The news of the cap ture of Wilmington caused a slight improve ment in U. S. stocks. The Confederate cotton loan experienced only a slight change, having fallen heavily in anticipation of the event. It is officially stated that England has forwarded to Washington numerous claims for damages coming out of the war. The Confederate steamer Shenandoah had arriv ed at Melbourne. She 'reported having burned eleven ships during the voyage from the Cape of Good Hope. The Duke de Morny, .
