How to Build np a City. The Richmond Examiner, in n excellent arti cle on this subject, makes the following truthful allusion : Newspapers are to a town what its adverse ments are to its merchants. They do for a town gratuitously what advertising does for a man of tusicess at a high cost. They concentrate puhhc attention upr n i's buildings, its sights, lions.' and wonders, its nt:ructions of every name and elass, upprmo3t to the public mind. They go into cv cry nook and corner of the surrounding country, into every man's door, and to every man's fire side; they go abroad to great distances, into other communities, among strangers, exciting an inter est amone i's concerns, and spreading information of its tri'dt: and attractions wherever they go. The more the public at largo hear and read of a town or country, the more they are tempted to see, visit, and explore it. What would a mer chant be if his nume werp unknown to the public, and his business were as obscure as his name? What would a merchant's sign board over the street door of his store do in attracting trade, if he did not send it with a catalogue of his wares, in a newspaper, to every man's door? Who would be tempted to visit a town that had no newspprs. and which they should hear of only accidentally, and once in a year or a life lime." A good newspaper gives more importance to a town than all other agencies combined. What passion is more universal than the passion for reading newspapers and learning the news? What disposition is more general and uncon trollable, than the disposition to visit places that we hear of and read of in every newspaper that comes to our door ? The Austin Stale Gazette of the 10 h in stant, in noticing the fact that the United S;ates and Mexic-un Commissioners have agreed on the initial point of the boundary between the two countries, says : " Ve are now in possession of the wholo coun try through which a railroad in this latitude may be m;ide. BY act of the last Legislature the various Common School Districts will hold an election at their pub lic school houses, or lor want ol them, at some con venient point near the centre of their district, on the first Saturday in April annually, for three committee men, and that they report the result of said election to the County Chairman on or before the 3rd Monday in th said month, upon which day the committee-men thus elected will go into office. I will give Twenty Dollars reward for Isaac, delivered to me or confined in any jail so 1 get him again, or 1 will give Fifty Dollars reward for him wiih sufficient proof to convict any white person of harboring him. 1 bought said boy of Julius Alexander about eight years since. WAS stolen from the subscriber's stable in Charlotte, on Tuesday night, the 27th tilt., a beautiful blood bay HOUSE, of medium size, in g od order, and about six years of age, light mane and tail, shod all round and having a small portion of white on one of his hind feet. Suspicion rests upon a man who called himself here WILLIAM CLAY alias WM. CLOYD (as he is called in South Caiolina,) he having left this place under very suspicious circum stances. He is about 35 years of age, is about 5 feet 8 or 9 inches high, and limps a little in walking, has dark hair and wore a large set of whiskers, which 1 understand he has since had shaved off. Wh n he left here he wore a gray overcoat. He says he is a Russian by birth, but he speaks good English $50 will he given for the delivery of the horse to me in Charlotte, and $50 for the arrest of the thief with sufficient proof to convict him.
