It is meant that a citizen snail be able to go freely to the primary meeting and to tne polls, and not bavo his political action controlled by a body of office-holders. It is meant that office-holders shall not be assessed by party politicians for political purposes. It is meant that if salaries are so large as to admit of such assessment, bey should be reduced.
