His object appears to be, to afford practical illustration of the ground which he assumes, that preparedhess for war on the part of this country, does not consist in having is large aud powerful a Favy as tliat of other nations, but in our ability to cut up their com merce, as was done in the case ot Great Bri tain. (not the people's) they will suspend ; provided public opinion is not more terrible to4tfem than their own pecuni ary loss ; and if public opinion were healthy on this subject, it would always have this el- feet. Buj our legislators are first corrupted, and, being, usually men of influence, they corrupt the opinions of the people, and the result is fraud in suspension and innumerable otter' ways. ; 6i No checks that have ever been enacted to secure fair dealing in banks, have ever produced the effect for which they were in tended. The practical operation of these in stitutions is so little understood among tho mass, that once grant a charter to unscrupu lous men and they can defy them all. Money is the greatest lever in society, and he who possesses the power to make it, can move the world as he pleases. Tlie people, therefore, without fully comprehending the details of the system may insist on oue thing viz: that character for prudence and honesty shall be the first qualifications for a bank officer. Let them do this and ihey strike at the verr root of the evil. '1 he thiiir is easv. if the neODlobe honest themselves. There is now a new plan for a bank before the people. If is full of what financiers call " checks and balances," and it looks very safe and pretty on paper, but is any one sim ple enough to suppose that it can be put info racucer it so, he is a credulous man, and las failed to profit by the innumerable lessons' which have boon read for past years. From the Globe.' Remedy for the Agitation of the Abolition Cluestion in Congress. A member of Congress'sends the following to the National Intelligencer,' from the South ern Recorder,' as a recipe ogaiiis! Abolition agitation fn' Congress: " In reference to the outrageous asitation of Congress, (says the Southern Recorder,) upon this mntter, we do Hot believe that the people, as such, North, or South, have anything to do with it. It is the mere work of politicians, to excite and agitate the country for selfish political purposes. On the subject of banking, there are some pimple truths which, if they were never for gotten, would be of essential service to the people. It should always be borne in mind, 1. That bank notes are not money, but merely promises to pay money. If" the real property in specie or something else as valua ble, be not possessed by those? who promise to pay, the promises are a deception a lie ! 2. People are continually telling us that confidence is necessary to our system of banking. They neglect, however, lo inform us that confidence is an effect, not a cause, that it is absurd lo place confidence in the promises ofa bank to pay $i000,000, when it is unable to pay $100,000. It was confi dence in the existence of things that have no existence that started so many banks, and supported them for years. When their ability to sustain that confidence failed, ihey all burst ed like so many bubbles. We might as well place confidence in the buoyancy of a straw to sustain us on the ocean. It is too much confidence that has brought -the country to its present condition. 5. Whenever paper money win not com mand specie at par then it is time to lose con fidence in its value. 4. Whenever a bank suspends specie pay ments it is then to withhold confidence from its prombes. 5. Banks, like men, are actuated by the principle -that self preservation is the first -law of nature. When, therefore, officers of banks and others conuected with their prosperity, r find lhat sir-pending ?peoe payment wih con Impartiality.
