The Secretary of ihe Treasury alo esti mates that, iu addition lo (he million and a hall" of reveuue to be gained by ihe change iu the rates of duty, set loilh in I wo of the tabular statements appended t his report, an other million may be collected by a lax ot fif leen per cent ad valorem upem Tea and Cof fee, instead of twenty-five per cent, as origi nally proposed by the Treasury Department. It will be recollected that an inciease of rev. euuo lo the amount of two millions and a half was oiiginally recommended by the Secretary of Ihe Treasury, iu view of the exigencies of the. war, aud lo ma iu tain the credit of the government in the negotiation of the neces sity war loan. It appears that, as Ibe judg ment of the Treasury Department, after an other careful investigation of the whole sub ject in obedience to a resolution of the Se nate, that a temporary wur tax of 25 per ceul. on tea aud coffee, is still rt gaided as the least ouerous and the most certain and available method of raising this additional revenue. It has been asked in some cpiaiters, why select lea arid coffee alone lor taxation from among the articles ofthefieu list? To this question the Secretary, iu his last repot!, gives Ihe followiug exclusive reply : " As regards the at tides exempt from duty iheir number has been gieally reduced by tho tariff of 1846. The piiucipal of the fee ar ticles is tea and coffee; upon whih, as was estimated at the commencement of the ses sion, a duly of 25 per cent, rid valorem would produce a net revenue of at least $2,500,000. Upon the remainder of ihe present free list, it might be possible to obtain a revenue of $200,000. ThiJ,. however, is extremely doubtful, for nearly the whole of the free lil (except tea aud coffee, aud gold and nilver coin and bullion) is composed of ailicle us ed in sheathirg, caulking, or repairing vessels, the duties upon which would compel the te pairs to be made and the woik doue on the vessels while in foreign poits, and thus oper ate injuriously upon Americau labor, with little or no advantage to the leveuue. 'Ibe navigating interest is already sufBeiciiily burdeued by ihe duties imposed by existing laws, without augmenting these burdens by increased duties, especially wbeu ihese duties would produce little or no revenue.'' This statement mut, as we conceive, prove to the satisfaction of candid meu the inexpe diency of resorting to taxes upou any ether articles at pieseiit embraced in tho free li.-t, except tea and coffee. But the proposition lo lax tea aud coffee for war purposes has been assailed upou nuo ther rrouud. It has beeu brought forwaid as a ptoof of inconsistency in the statesmen now at the bead of the government. Letter from Santa Anna to General Worth. We learn from V3shingi0n that the rumor prevailing- at Tanipico at the last dates, to the effect that ihe Mexican Con gress had ag'eed to receive an American minister to treat for peace, and bad sent a messenger to Gen. Taylor lo lhat effect, is believed to be well founded in that city. The followiug letter -j1o shows that the same iiimor, in a pretty strong form had reached that place : Saltii-lo, (Mexico,) Dec. 21, 1846. Dear Sir : Since 1 elosetl my letter to you yesterday, another batch of nev3 has arrived here from St. Luis de Potoai, which if true, is certainly important. I believe it can be relied on as correct, coming, ns it does, very straight. The Mexican Congress has airreeti to accept a Minister from the United States to treat fr peace ! General Wor'li received yesterday through a courier, from General Santa Anna, a letter which is suid to be of a very pacific charac ter. An individual is in Sultillo who says be has been the bill passed by the Mexican Congress, authorising the appointment of a commissioner, to meet one from us, to treat for peace ; and lhat be saw it distributed in the form ofa handbill, and posted op in the city of Mexico and at St. Louis de PofO si. Report says (here is a copy iu this place at this time. From the confidence with which some of in., Mexican friends speak of the matter, I am myself disposed to believe it true though not wit bout misgivings. (od grant it to be true should it turn out so it will be a great cause for rejoicing, no doubt through the United Stales as well as Mex ico, and prove most acceptable to the army.
