The Prince of Wales has been created Earl of Dublin. Among the distinguished deaths is that of the Bishop oT Norwich. There were 4"5 deaths bv chole ra in London on the llth, and 365 on the 12th. In Scotland there had been 139 deaths. FRANCE. A letter from Louis Napoleon to his friend Ney has been published in the Moniteur, and virtually acknowledged by the cabinet. It makes some talk in political circles, and the following is an extract t The French republic has not sent an army to Rome to put down Italian liberty, but on the contrary, to regulate it by preserving it against its own excesses, and to give it a solid bisis, by replacing on the Pontifical throne the Prince who first had boldly taken the lead in all useful reforms.
