The Gazette of Spain publishes several royal ordinances containing improvements and reforms to be introduced into the administration of Cuba. The Queen of Spain has conferred a pension of 2,000 reals on the widow of Gen. Enna, on ac count of t he gallant services of her husband. Kossuth sailed from Marseilles for Southamp ton on the 1st inst. Before leaving Marseilles he published an address to the democrats of France, in which he mentions the refusal of the French government to allow him to pass through France. Private letters state that Lord Dudley Stuart had received intelligence that an attempt would be made to murder Kossuth on his arrival at Southampton. Wilson L. Reeves, another "of the Lo pez prisoners, was released by the Captain General on the 1 9th instant, and came a passenger in the Empire City MONTPELIER, (Vl.) Oct. 23. Resolutions were introduced into the house to-day, asserting the correctness of the views hitherto expressed ly the Ver mont legislature on the subject of slavery, and refusing to assert in any way the ex tension o the slaveholding power. They also urge on Congress the abolition of slavery in the District of Columbia, and maintain that the writ of habeas corpus and trial by jury cannot be denied. They also instruct their senators and representa tives to act according to the spirit of these resolves. A fter some little debate the res olutions were laid on the table. The President has Usue-d a Proclama tion, warning nil persons from connecting themselves with expeditions from this country for the invasion of t lie Mexican Uepublic; intelligence having been receiv ed from the Consul at Matamoros, that a company of Texans had been organized for that purpose, and that similar move ments were in progress. Senator Seward has become bound on the bail bonds of all the Syracuse rioters, negroes and whites. Kossuth, the great Hungarian patriot, has written a lung and eloquent address to the people of this country. We find it published in many of the papers. It is too lengthy for our columns, unless divided into small portions, and we do not admire that plan. Suffice it to say that he dwells upon the history of the past, and the mis fortunes ol his unhappy country, with great power. The treason of lieorgy is de nounced in terms of glowing eloquence, anil the whole address is replete with feel ins and enthusiasm. Sickness in Columbus. We learn that a disease, called the "bloody flux" is prevailing to an alarming extent in that pari of Columbus county, in this State, bordering r.n the South Carolina line. Many deaths h ive occurred. Ir one case, a man and his wife and . one child djed, leaving five helpless children. The disease is reported to have extend ed over the line, as far as Conwayboro,' S. C about 26 miles south of the diseas ed locality in Columbus. It is believed not to be so viulent or fatal in the former as in the last named region ff'iminglon Commercial. Minister fhom Spain. Ve see it stated, in a recent number of the Milton Chronicle, that the opera tion of Lithotomy, or extracting stone from the bladder has been successfully performed at Itoxburough, by Doctors Jourdau and Williamson; and the rapid convalescence of the patient is sufficient evidence that the operation was as skillful ly pei formed ns'it could have been any where at tiie North. The editor of the Chronicle expresses a very proper desire that the people of the South should know that these ditlicult surgical operations can be skillfully and successfully performed at home, and therefore that there is no necessity for their going North, at great expense and trouble, for surgical operations even of the most critical character. This notice in the Chronicle auggesls to us the propriety of stating, that the operaton of Lithotomy has been four times performed by Dr. Strudwick of this place, each time successfully. The last case is a gentleman from below Raleigh, who is now here, rapidly recovering. Dr. Strudwick has also been very successful in restoring sight to the blind by operations for Cataract A case of this kind is now under treatment in this place.
