t i 'T UayettteviMe, 3". O. PROPOSALS FOR Naval Supplies, Timber, Lnmbcr, &c. Navy Department, i4. S Bureau of Construction, &c. May 11, 1854 SEALED PROPOSALS to Jurnisli naval supples for the fiscal year ending 30th June, 1855, (endorsed proposals for materials of timber, metals, and miscellaneous, as the case may be, naming the navy-yard and class for which the offer is intended,) will be re ceived by this bureau to 3 o'clock, p. ni , of the 20th day of June next, to be delivered under contract at the several navy-yards hereinafter named, free of expense to the United States, and at the risk of the con tractor. . . One-fourth part of the materials and mis cellaneous hereinafter specified for each navy-, yard, comprising a due proportion of each kind, must be delivered on or -before-the let of September nextVone other fourth part on or before the lstiof December next, one other fourth part on or before-the 1st of April, and the remainder on or .before the 30th of June, 1855. Proposals must provide for furnishing and delivering, on like -ierms and conditions, any additional quantity or quantities of the arti cles contracted Jor, excepting white-oak arid yellow-pine timber, that rnay be required at either of the said navy-yards before the exp loration of the fiscal year ending on the said thirtieth of June, eighteen hupdred and fifty five, on fifteen days previousnetice fromihe bureau or the comnmnJant of .the yard where the articles are to be delivered, to the contrac tor or his agent at the point of delivery. In accepting offers,, all other things, in cluding price and quality, being equal, pre ference will be given to articles of the growth, production, and manufacture "of the United States." All articles must be of the very best quali ty, conforming to samples, which will be exhibited on application to the commandant of the yard at which they are to be deliver ed. They must he in good order and con dition, in suitable vessels or packages, as the ca6e may be, at the charge of the contractor. All articles, vessels, and packages to be sub ject to the inspection of the yard where they are received, and be in all respects to the satisfaction of the commandant thereof. Approved sureties in twice the estimated amount of each contract will be required in the manner set forth in that instrument, and twenty per centum in addition will bo with held lrom the amount of each payment, as collateral security for its faithful performance. Eighty per centum of each bill, approved in triplicate by the respective commandants of said navy -yards, will be paid by the navy agent at the point of delivery, within thirty days after its presentation to him Every offer must be accompanied by a writ ten guarantee (the responsibility of the guarantor or guarantors to bo certified to by a navy agent or other official person, or by some one known to the bureau) that, if the offer be accepted, the bidder or bidders will, within ten days after the receipt of the con tract at the post office designated, execute the same, with good and sufficient sureties, to furnish the articles proposed, agreeably to the terms specified in this advertisement, or which may be imbodied in the contract. The law of tenth of August,. 1846, forbids the consideration of all proposals not accom panied hy uch guarantee. Bidders are particularly cautioned to en dorse their offers as above required, that they may be distinguished from other business let ters, in order to prevent their being opened before the day appointed. All offers not made in strict conformity with this advertisement, in every particular, will be considered or rejected at the option of the bureau. Those only whose offers may be accepted will be notified, and contracts forwarded without delay. Persons offering are directed to designate the post office through which they desire to be addressed, and the navy agent to whom the contract sljall be sent for execution. All editors authorized to publish this ad vertisement will be specially notified by this bureau. None others will be paid for its in sertion. - Bids must be separate and distinct for each navy-yard and for each class of articles, and must in all cases embrace all the articles mentioned m the class for which the bid is made. The cost of each item must be dis tinctly carried out, and the aggregate of each class correctly footed up, which is material to a fair comparison of bids.
