March 1 2, 1859. -3m to the samples wnicu are Uepositeu m tne said navy yards ; shall be properly baked, thoroughly kiln-dried, well packed, and delivered free of charge to' the United States, in good, sound, well-dried, bright flour i barrels, with the heads well secured, or in air and water tight whiskey or spirit bairels, at the option of the bureau. The flour shall be equal to the best Richmond and Baltimore brands, and of the manufacture of wheat grown in the year 1S58 or 1859 ; but shall in all cases be manufactured from pure, sound, fresh ground wheat of the crop immediately preceding the dates of the requisition for the same ; shall be perfectly sweet and in all respects of the best quality ; and shall be delivered iu good shipping order, free of all charge to the United States, in the best new, well seasoned, sound, bright barrels or half barrels, as the case may be--the staves and headings to be of red oak of the best quality, strong and well hooped, with lining hoops around each head, and equal in quality to sam ple barrel at said navy-yards ; two half barrels to be considered as a barrel, and not more than one-sixth the required quantity to be in hall barrels. The rice shall be of the very best quality, and of the crop immediately preceding the dates of the re quisitions lor the same. The dried apples shall be of the best quality, and shall be prepared by sun-drying only, and of the crop of the autumn immediately preceding the dates of the requisitions for the same ; and shall be delivered in packages containing not more than three hundred pounds. The pickles shall be put up in iron-bound casks, and each cask shall contain one gallon of onions, one gallon of peppers, and eight gallons of medium cu cumbers, titty to the gallon, and the vegetables in each shall weigh tilty-seven pounds, and they only be paid for ; and each cask shall then be tilled with white wine vinegar of at least 42 degrees of strength, and equal to French vinegar ; the casks, vegetables and vinegar, shall conform and be equal in all respects to ' i the samples deposited in ihe above named navy-yards, ana tne contractors snail warrant anu guaranty that they will keep good and sound for at least two years. The iron hoops on the barrels containing whiskey, molasses, vinegar, and pickles to be well painted with red lead. The sugar shall be according to samples at the said navy-yards, and be dry and lit for packing. The molasses shall be fully equaBrto the very best quality of New Orleans molasses, and shall be deliver ed in new, well seasoned red oak barrels, with white nine heads not less than li inch thick ; the staves not lss than I inch thick ; the barrels to be three-quarters hooped, and, in addition, to have four iron hoops, one on each bilge, li inch in w idth and 1-lGth-inch thick, and one on each chime 1J inch in width and l-16th inch thick, and shall be thoroughly coopered and placed in the best shipping condition. The vinegar shall be of the first quality, equal to the standard of the United States Pharmacopaeia, and shall contain no other than acetic acid ; and shall be delivered in barrels similar in all respects to those required for molasses, with the excepeion that white oak staves and heads shall be substituted for red-oak staves and white-pine heads, and shall be thoroughly coopered and placed in the best shipping order. The whiskey shall be made wholly from grain, sound and merchantable, aud be full first proof accord ing to the United States custom-house standard, and shall be double rectified. GILMORE, now offers J for sale a portion of his swamp lands in the county of Cumberland, about 14 miles below Fay "etteville, and about IJ miles cast of the Cape Fear River. The entire swamp has been successfully drained of the large body of water by which it was heretofore covered. The land is apparently level, being free from ridges (which are so common to swamp lands generally) whilst there is an abundance of fall, by which the rain water cau be carried oil' by ordinary ditches. A small portion of the land has been in cultivation about 7 years and those persons who have seen the crops, regard the land as equal in fertility to any they have seen in this state or elsewhere. The location is healthy, the neighborhood good, and the access to Fayetteville and' Wilmington easy by means of a good' road lh miles in length leading directly to the river. Besides this, it is within 3 miles of a beautiful little village, upon a high and healthy Bluff, at the river, with a Store, Ware-house and first rate landing. All which afford many conveniences to the neighborhood. As several persons have spoken of purchasing, this is deemed a proper time to call their attention to the subject, in as much as there is a crop now growing upon a small portion of the land, by which they can judge of its production. ' Fopular Sovereignty means the right of the people in a Territory to frame their own Con stitution, and when framed, to ratify or reject it. If ratifiied, and accepted by Congress, it I becomes the supreme law of a sovereign State ; and if it abolishes of prohibits slavery sneh ; being the will of a majority of the sovcreigh people of a State Congress will have no right to intervene, for the State must tiijoy its rights ' rights admitted and sanctioned by Congress in accordance with federal Constitution. But squatter sovereignty is a very different thing. It demands the right of the first mob of squatters in a Territory whether few ot many to exercise not only the sovereign but he tyranniealnuthoritj of. excluding persons piuvi ij ivy in iuc puuuu uuisiaillj Hi ! defiance of Congress, the Supreme Court, and the Constitution of the United States ; and the only argument in its favor is that the Territo rial Legislature may tax or exclude whiskey which is no argument at all, or at best merely pot-house or bar-room logic. The best illustration is a partnership of three men In business. They sign an agreement that the privileges and profits shall be equal. Iu process of time they fall into the habit of deci ding matters of policy by voting on them the majority ruling. But soon A. and B. resolve to exclude C. from an equal share of the profits, and vote accordingly, notwithstanding the written agreement, or Constitution. Would C. submit ? No ! The partnership would inevitably be dissolved. This is the whole matter in a nutshell. And if "Mr John For ney," or Mr. any-body-else attempts to get up a sectional party on that basis, it will be a miserable failure. Southern JSlomtor. The Doom ok the World.
