NOT OFh EN THUS: As the Norfolk Public Ledger eayp, it ia not often that the Ke publicane in the Senate get caught napping; bat Ihey were certainly badly outgeneraled last week when the Bland Seigniorr.ge bill was be fore that body for action.TheSena tors have become eo accustomed to the interminable speeches of Mr, Stewart on the subject of silver, that they generally abandon the Senate Chamber and betake them selves to the cloak rooms and other places when he commences a speech on that subject, When the Bland bill came np for Senatorial action the "Nevada Senator offered an amendment, whereupon the Re publicans deserted the Chamber, leaving but one or two of their members on guard. They were cot as vigilant as they should have been, for before they were aware ol the fact the amendment had been withdrawn and the measure passed to its third reading and en grossment preparatory to the final vote which should determine whether or not the Senate should concur with the action of the House. As soon as Senator Hoar was made aware of the fact that he had been canght napping he made frantic efforts to repair the mischief that had been done, arid was af sisted by Mr, Sherman, the wily Senator from Ohio, but the Irier ds of the bill, knowing the advantage that they had gained, refined to accede to the requests cf the oppo nents of the measure, to the great discomfiture of the latter, who would probably have talked a couple of weeks before they would have permitted a ote to be taken. As matters now stand a vote will be taken nezt Thursday, when the bill probably pasB the Senate, but it is said that the President will nterpose his veto to prevent it lrom becoming a law. In the meantime Senator Stewart and his associates lire enjoying the predicai meant in which the Republican Senators have been placed by the eagerness to refrain from hearing a speech that was never delivered. Governors on the following dates: Oregon, June 4th, Alabama, August 6ih, Arkansas, September 3d; Vermont, September 10th, and Georgia October 3J. Nineteen other States will elect Governors in November, at which time Representatives will be chosen for the Fiftyfourth Congress of the United Statee. In the present Congress the gress the Democrats have about nicety majority in the Lower House ; in the Senate they have forty four membere, the Republic caDS thirty eigh, the Populists two, and one member Jajnes II. Kyle, of South Dakota, is classed as an Independent, There are three vacancies ia the Senate. In consequence of the great political changes that have taken place in the country since the Pres idential election of 1892, as dis closed by several State elections last Fall and numerous local elec tions more recently in the State of New York, the political contests of he year will be watched , with more than ordinary interest. The first of these contests will occnr on the first Wednesday in April, in Rhode Island, when a Governor will be elected, as well as 'a Legist, lature that will choose a United States Senator to succeed Senator Dixon. Other States will elect The Dtctored Tariff Bill. The tariff bill which passed the Democratic House by sixtv-two majority, has had rough usago .in the Democratic Senate. Uufortn- uately for tha country and the party, there are, in that body, sevs eral Democrats who" styled them selves "conservatives" oa the tariff question. This means that they are not in accord with the Demos cratic party on the great question of tariff reform. The Democrats have a very narrow majority in the Senate, and this little knot of cone "conservatives" found themselves ab!e o do a deal of mieehief. Sorns of them ar6 on the finance commit tee and thus had an exceptional advantage in their assaults ou the bill. They were aided by weaks kneed Democrats and the soocalled "conservatives" and the result is a ba'y battered bill. Both cal and iron have lecn taken from the tree list, and a dutv is placed on coke" A 6trong effort was made to take wool and lumber off the free list, but fortunately it failed, ine rates on woolen goods are left practically as they came trom the Hi use. A tax of one cent a pound is put on sugar, and the sugar trust was recognized by an additional t?x, ranging from one one-hundredth of a cent to fonrteutn cf a cent a ponnd on refined 6Ugars. lhe tann on raw sugar has the justification of being decided a revenue tariff fixed by the ornate committee is only ball the amount tf the bounty now paid i he Louisiana sugar planters. I he Senate committee increased a number of internal revenue taxes. The tax on whiskey was raised form ninety cents to one dollar by the House, but the Senate comaiit mittee ha3 added another ten cents. The tax is to apply, too, to all the whiskey in bond. Ihe taxes on cigars and cigarettes are increased. Ihe Senate committee made some atonement for its bulk of bad work by providing that cotton machinery shall be admitted free. - There is no doubt that the bill in its en tirety, has been considerably dam aged by the treatment it has re ceived in the Senate, but it would be better to go ahead and pass it as it stands than to involve the coun try in the consequences of a long wrangle and possible deadlock over this question.
