The holidays are at hand, they
should give Congress no excuse
to lose any of its precious time.
The fourth of March is rolling
rapidly toward us, and before it
gets here, Congress should have
perfected some sound plan for
the financial, relief of the country
There c,au be no doubt as to
the advisability of the Govern
ment's promoting the Nicaragua
Canal enterprise. Action on the
proposition is delayed only be
cause of difference of opinion as

3e able to get down to a business
basis of assisting the enterprise.
The time is ripe for the building
of the canal.
The time of "giving millions
upon millions to corporations
has -passed never to return.
President Cleveland is said to
favor Government control of the
canal if it is to be built with Gov
ernment money, and as he has
the last word to say in the mat
ter the people can rest satisfied
that there will be no jobbery in
any act that gets his approval
manship to lay these taxes so
that they will be as easily borne
as possible. Since it is a recog
nized fact that we must have
taxes it is perfectly proper to
speak of a popular tax and the
income tax fills the bill.
It is not popular because it
falls on comparatively few peo
ple, but because it is believed by
the great majority of the people
of this country, including many
who are subject to it, to be just.
The opponents of the income
tax have frequently shown the
weakness of their position by
just such talk as that of Mr.
Cockran. They have also in
dulged freely in the game of bluff
as they do when they denounce
the tax as unconstitutional on the
ground that it is class legisla
tion. "We have courts ready to test
that question and yet we have
not heard of any opponent of the
income tax, who cares to take
the trouble of sustaining in the
regular and effective way the
assertion so often glibly made
that the income tax is unconstitutional.
Mr. Cockran is a lawyer ot
some repute and as he is soon to
retire from Congress he could
make both fame and money by
convincing the courts that the in
come tax should be declared inoperative.

The census of 1890 shows that of

foreign extraction. "The larg
est proportionate number of this
foreign element is in the Xorth
Atlantic division and the far

cent, of the whole and in the last
53.67. The South has the small
est proportion, 6.02 per cent, in
the South Atlantic division and
7.59 in the South Central divis
on the middle West has 43.02

tive-born. They have been
brought over by the foreign ele
ment in our population. This
foreign element is very small, in
the South and therefore the dan
gerous isms are reduced to the
minimum in this section, but

The chaotic state of the public
mind Yvith regard to the general
question of methods by which
currency reform can be safely
and sal isf actory reached is shown
by the press comment of the
week. Some oppose the Car
lisle plan as altogether to favor
able to the National banks,
Yvhile others object that the con
ditions are made so hard for the
banks thaf they will not accept
them. Some fear that the plan
would force the country upon a
silver basis or lead to disastrous
"wild-cat" bullying, while others
see in it only the triumph of
gold monomentalism, with the
State bank provision as the only
redeeming feature. Some see in
it too much inflation, others too
much contraction. And so on
though the Yvhole list of distinc
tive features. Moreover, many
of the leading newspapers of the
couutry vary so much from day
to day in their criticism that it
is impossible to tell what will be
the drift jf opinion next week.
A IHM'ULAR TAX.
In his recent speech in favor
of the repeal of the income tax,
Mr. Bourke Cockran said:

of its supporters have declared

As the Atlanta Journal says, to
use an apt if not elegant expres
sion this is "too thin." When it
is said that the income tax is
popular everybody knows that
the term is used relatively. Ai

dreams of Arcadian government
the tax-gatherer finds no place
But we are still bound down to
practicalities and everybody
knows that taxes must be levi
ed if we are to enjoy the protec
tion and benefits of government.
