The county jail is filling up with subjects for the January term of Superior court. A CONVERTED REPUBLICAN Old Jonathan Morcross, one of Atlanta's first mayors, a man of wealth, a natiye of New England, a life-lonaj Republican, and the gubernatorial candidate of his party in Georgia in IS 72, has just published a long article in which he earnestly advocates the re moval of the negroes to Africa. Mr. Norcross says that it is dan gerous for a superior race to have many millions of an inferior race them. He is convinced that the negroes, after a genera tion of freedom, are not fit to vote and hold office, and he does not regard them as safe, reliable and useful citizens. According to the latest figures, the government has paid out over four billions of dollars in pensions since the close of the war. Pensioners hardly ever die Seven veterans of the war of 1812 are still left, and there are 2,800 widows of such soldiers. In fact, there are now fifteen wid ows of revolutionary soldiers drawing pensions. It is estimated that four billion dollars more will be paid out be fore the country gets through with the union veterans of the late war. These ngures are ap palling, and it is no wonder that the masses feel this enormous drain. It is especially hard on the South, as the pensioners live in the North, and spend their money there. Year after year the pension department grows more extrav agant. It pays deserters, bounty lumpers, ana recently a man was found drawing $10U a month, who served only sixteen days in the war, and broke his ankle by fall ing from a wagon. The news papers should expose this in justice and extravagance, unti the leading soldiers of the union side will unite in reform. The pension roll should be roll of honor, but it will never be that until steps are taken to purge it. Four billion dollars more for this fraudulently con ducted business. The New Orleans Picayune turn says that the present price of cotton, the lowest with one ex- s ception in fifty years, sugge some important considerations The most important of these is the necessity that the Southern farmers should raise their own supplies. The immense cotton crop of 1894 drove the price to the lowest point it has ever touched and it seemed that this bitter experi ence tausht the farmers a valu able lesson. The next year they reduced their cotton acreage lareelv and raised greater food crops. The result was that cot ton brought nearly twice as much in 1895 as it brought in 1894. Not onlv this but the farmers had less to .buy than ever before. Thus they found a double profit from the wise policy they adopted in the serine of 1895.
