A Democratic Newsoaoer. Bf JOS. SC. ROBINSON. INAUGURATION DAY. Senator Hoar, of Massachus eUs, introduced a sensible resolu tion in the Senate- Saturt1 ly . It provides for a constitutional aniedment changing .inauguration day and the beginning of the Con gressional term from March 4 to Aprjl 30. It will be necessary for Congress to pass the resolution by a two -thirds vote and for it to re ceive the approval of the Legisla tures of two-thirdc of the States of the Union before it can become effective. - It should be adopted, though it is doubtful if it will, as it is an exceedingly difficult mat ter to bring about any change in the fundamental law of the coun try. The controHng reason for such a change is the fact that W ashing ton weather in early March is gen erally very disagreeable and se vere and often imperils the life of every person who takes part in the inaugural, ceremonies. It was this fact which led to the death of William Henry Harrison, ninth President of the United States, a month after his inauguration in 1841. Mr. Cleveland, at j)is sec ond inauguration, was inducted into office amid cold, rain and enow, and many who participated - in the ceremonies contracted ill ness wh:ch terminated fatally. These are but two of many in stances of inclement and danger ous weather which prevails in Washinglan during March. Aprjl 30 was the original in auguration day. It was on thac date that George Wash'ngion took the oath of office iu New York as the first President of the United States in 1789. The Constitution was dra'led in 1787 On July 2, 1788, Congress was 'notified of its approval by nine of the States. Oa September 13 Congress appointed a day for, the ch ice of electors of a President and Vice President. That day , was the first Wednesday in Jan uary, while the beginning of pro ceedings under the new Consti tutcu-,was fixed for the first "Wednesday of March, which chanced that year to fall on March 4 It was April 6, however, before botn Houses had organiz ed for business. Oa that day iu the presence of Congress the votes for President and Vice- President were counted. Wash ington was advised of his elec lion Aoriri4. John Adams was installed as Vice President April 12, but Congress could not get ready for the inauguration of the President until tho dUrn. It was tbe difficulties naturally incident to starling the machine ery of tbe new Government that caused' Washington s inaugura- tion to be delayed' nearly two months niter March 4. the date on which tbe new Congress was called to convene. (Since that time everv inauguration has oc curred on March 4, except when the date fell upon Sunday. An amendment lo the Constitution chaug'ing the dale as uggested by Senator Hoar bas twice been proposed and each time passed the .Senate, but failed in the House.
