WHERE IS THAT $400,-000.000? According to Secretary Gage s$ 400,000,000 in gold has very mysteriously disappeared from this country. She secretary and the assist ant treasurer of the United States are tryihg to find this lost treasurer and it is the duty of search by every means at his command. Just how Secretary Gage reached the conclusion that the country should have $400,000, 000 more gold than can be found in its possessions is not clear. Toe secretary eays that in the 70s there was 120,000,000 gold -coin in the hands of the American people and that sinca then a very careful account has been kept by the treasury department of the coinage, imports and exports of -gold. The treasury officials, there fore, were confident that they kdew practically where all our ;gold was except that which was used in the arts and .sciences. But Secretary Gage tells us of his discovery "that there should be in the treasury, the subtreasu ary and the banks over $1,000, 000,000 in gold coin, but we were somewhat astoniehed when we found that 400,000,000 in "gold had disappeared." In his effort to account for this big discepancy the secretary has instructed the assistant treasur er to make inquiry of every manufacturing jeweler in the country as to the quantity of gold he has used during the last year. Other inquiries have been instituted and Secretary Gage hopes soon to have his anxiety about the missing $400,000 of gold relieved. This is my sterious matter and we shall watch the secretary's efforts to elucidate it. CUBAN AFFAIKS AKE ROTTEN. Six provinces, 31 judicial dis tricts and 132 municipal districts besides the supervising adminis tration in the capital, afford : plenty of picking for Mr. Mark Hanna's hungry squads, and every mail brings additional news as to the manner in which the new plums have been utiliz ed. Neeley was one of many. But nothing seems to be so rotten as 3Iajor Rathbone's postal depart ment. Rathbone is an Ohio man, who had been Mark Hanna's chief lieutenant and he was placed in charge of postal af fairs in Cuba, and the rest fol lowed in the most natural man ner. No one is greatly surprised tnereat. ftven senator Kale, a Republican from Maine, denoun ces Rathbone's app jintcoent, and the manner of it ; but unless the man who put Rathbone in office is held accountable for his acts in the premises, nothing valuable will be accomplished. That man 4s -Mark Hanna. Senator . Bacon's resolution calling for an investigation of Cuban affairs may be squelched, but the facts will be elicited whether an official investigation is made or not. Arrests have al ready been made of clerks and officials in the postal department until it is becoming plain that every carpetbagger considered it his privilege to steal all he could conceal. The entire business from its vice-regal head down through such chiefs 'as Rathbone is un American ; unbusinesslike and un warranted. Tbe clerks recently arrested were each an all carpet baggers, as was the postmaster of Havana, and the auditor and head ot the deparment. Why was that? "Why were Cubans rejected in Cuban public business-, and hungry patriots from Ohio ac cepted? The Rathbone and Nee- leys are uot so much to blame, as are the men who concocted the carpetbag scheme for spoils par poses. The man mat conerress should hold responsible is Mark Hanna; the man the people will hold responsible is William Mc- Kinley. These men sanctioned, if they did not devise, the scheme of carpetbag government ia Cuba, and the people always g i to the root of things when they act, and they will act next November. The Senator Clark Case. The case of Senator Clark, of Montana, is entirely unique in the history of contests for a seat in the first legislative tribunal of the nation. He was elected to the Senate by the Montana Legisla ture end appeared with complete credentials at the opening of the present Congress. No question was raised when he came to qual -ify as a Senator, and from that time until Tuesday last he was a member of the body and the peer of h's fellow Senators, although gravely accused by -a committeo of the Senate. The committee on privileges and elections gave very full hear ins to the accusations made against Senator Clark of having obtained his election by the coro rupt purchase of members of the Montana Legislature, and the com mittee was practically unanimous in the judgment that he could not continue as a memoer or tne De 13 e ' ate. A minority report was made but it did not sustain Clark's right to a seat. - As Clark was a Senator in full fellowship, the committee, when it decided that he could not be continued as a member of the Senate, had but one of two courses to take. The expulsion of Clark could have been recommended, which would require a two-tbirds vote; or the declaration made that there had been no competent elec- I tion for Senator by the Montana Legislature. Th9 committee adopt ed the latter proposition, and the resolution reported for the action of the Senate was in these words: 4 'That William A. Clark was not duly and legally elected to a seat in the Senate of the United States by the Legislature of the State of Montana." On Tuesday when the Senate was about to consider the resolu tion of the committee relating to Clark, he took the floor and an nounced that he had resigned his seat in the body and that it had been accepted by the Governor of Montana, whereupon further con sideration of the resolution was postponed for the present. Closely following tbe announcement of Clark's resignation as Senator. came the information that he had been appointed by tbe Acting Governor of Montana to fill the yacaocy created by his resigna tion. The Clark issue is thus bes fore the Senate in a twofold as pect, and the Senate must deter mine for itself how it shall solve the problem. If the Senate shall not take final action on the resolution reported by the committee, declaring that there was no proper or legal elec tion of Senator by the Legislature of Montana, and thus allow that issue to rest with Clark's resigna tion, as tbe Senate did in the case of Senator Caldwell some years ago, there will be a vacancy in the Senate created by the resignation of a member of the body, and during the recess of the Montana Legislature, which would entitle Clark to take his seat without question. If the Senate shall press the pending resolution to nnai pas mm 1 . sage, and thus declare that there was no proper or legal election of a Sena'or by the Legislature of Montana, the vacancy would thus be fixed as having occurred when the Legislature was in session, and Clark would come before the Sen ate for readmission on precisely the same issue presented in the Quay case, and he would doubU less be rejected. It is entirely within the power of, the Senate to determine when the vacancy of the Montana Sena tor ship occurred, and when that shall have been decided, the ques tion of Clark's readmiesion will be practically determined.
