Dick of Obfo, and Moody of Massachusetts, are trying to steal Mr. Crumpacker's thunder in the matter of reducing Southern repre sentation. Each and all have hurled in resolutiens looking to an investi gation. Mr. Dick's resolution re fers to acts "in certain States," but Mr. Moody is content to investigate acts in Louisiana alone. Mr. Dick desires the the committee on elec tion of a President, Vice President and Congress to take hold of the matter, while Mr. Moody prefers to have a special committee of eleven to sit on the acts of Lovisiana. Mr. Crumpacker has not presented his old plan for reappointing repre sentation in the South. He is de sirous of ascertaining the attitude of President Roosevelt towards this measure. He hopes that the Presi dent will at least be neutral, and he does not propose to fire off his an cient wad until he hears how the "White House regards it. Mr. Moo dy is a friend of the new administra tion, but he is evidently acting indi vidually and not in behalf of the ad ministration. The chances are that the entire scheme will end in smoke and talk. It is excellent material f or Northern stumps, but a very difficult and en tangling problem in other respects, for Massachusetts and Pennsylvania and other States have engaged in the business of abridging the ballot. The Moody resolution, directed against Louisiana, aims to ascer tain; (1.) Whether the right of vo ters in the exercise of the elective franchise is abridged by the consti tution and laws of the State; in oth er words, if the fourteenth amend ment of the constitution has been violated under the form of the law; (2:) whether, if there has been such abridgement, the Congressmen cho sen from the State are entitled to membership in the House; (3) wheth er in either event it is expedient to enforce the constitution, which pro" Tides for reduction of representa tion in consequence of such viola tions.
