THE SPANISH LANGUAGE. Atlanta Journal. The Journal has taken occasion several times of late "to comment on the various recent provisions for the better education, training and equip ment of the United States armj such as the new war college for the special benefit of the hundreds of of ficers who have been appointed from civil life vrithout' any special prepa ration for the duties that are to be ex pected and required of them. Another- notable reform is that which has been instituted at the na val academy by Commander Wain right. He has made the study of Spanish obligatory at that school. Up to within the last two years Span ish was elective at Annapolis, while French was compulsory. Now both languages are upon the same footing. The results of the, Avar of 1S9S have made it necessary for our naval offi cers, who must visit Porto Rico, Cuba, and the Philippines, to have a comprehensive knowledge of the language generally spoken by the people of those islands. As a matter of fact, the Spanish language is far more useful to us than French, except in the matter of dip lomacy, and there can be only a rela tively few American diplomats. Our commerce with France and French speaking countries is much less than in former years, and the tendency is in the direction of a still further de cline. Meanwhile our trade and in tercourse with Spanish-speaking peo ples is steadily increasing. In the West India islands with which we are in close touch Spanish is the com mon language, and it is li main such. The Cubans New V, r. Spanish has been introduced in all ot our higher class colleges and uni versities and in the public schools of many of our more progressive cities.
