Mr. Hanna and oppoed to Mr. li o-evelt. The context is open and undi-guied. The Hanna slate for delegates-at-large consists of Governor Herrick, ex- Governor Nash, Congressman Dick, and George B. Cox, the republican boss in Cincinnati. The administra tion slate for delegates-at-large is to be headed by Senator Foraker, but the other three namt s have not been announced. This test case was argued by Mr Cameron Morrison and Mr. Claudius Dockery for the defendant, Z. F. Long, and by Mr. W. N. Jones, pres ident of the anti-saloon league, for the prosecution. Judge Brown's decision is as fol lows: 'State vs. Z. F. Long, North Caro lina, Wake County Superior Court. "This is an indictment for selling and delivering whiskey within pro hibition territory contrary to chapter 88 Private Laws of 1874 and 1875, as amended bv chapter 13, Private Laws of 1879. "The defendant by entry of record and in open court waived a jury trial, and it was agreed the court should find the facts. "The defendant is a resident and citizen of Hoffman,Richmond county, North Carolina, and a regularly li censed wholesale and retail liquor dealer in said town. "That at the time mentioned in indictment the defendant received an order, a letter through the mail from Simon Poacher, who resides in Wake Forest, N. C, and is not a druggist. The letter was mailed at Wake For- st, directed to defendant at Hoffman and contained the cash price for one gallon of whiskey, and the letter di rected the defendant to send said Poacher by express one gallon of whiskey. That said defandant, on receipt of said money and letter, de livered to the express company at Hoffman a package containing one gallon of whiskey addressed ou the outside to Simon Poacher, Wake Forest, N. C. That said express company received said package of whiskey and carried it to said Poacher at Wake Forest and said Poacher there received it from the express company. "Wake Forest College is situated vithin said town of Wake Forest. "It is contended by the State that the act of 1903, chapter 349, entitled "An act to prohibit the manufacture, sale and importation of liquors in Cleveland, Cabarrus, Mitchell and Gaston counties," extends to the en tire State and makes the place of de livery the place of sale in every part of the State and that under the facts of this case the sale took place with in prohibited territory. It is ex tremely difficult for me to believe that the general assembly intended to enact what is commonly called an 'anti-jug lisw' for the entire State under such a misleading title as that given to the above recited act. Yet a careful study of the body of the act forces me to such conclusion and that it is an offence to ship packages containing intoxicating liquors from a point within this State into any territory within this State, where the sale is prohibited by law." This is the issue. This is the sum and i substance of the fight, and the Han- j naites stand ready to accept the gauge of battle. The bitterness of the struggle promises to Ohio an excellent mis sionary neia, ana tne democratic missionaries will no doubt be ready to improve the opportunity. There will be no warmer fight in the coun try than the coming one in Ohio, where Hanna and Foraker will con tend for supremacy, and the title of Theodore Roosevelt to another lease of the White House may be tied up in the struggle. Strange things have happened in American politics. SENATOR HALE'S TION. PROPOSI- Even Senator Hale of Maine thinks some way should be found in which the grievances of Colombia, so truth fully and eloquently presented by General Reyes can be adjusted. Sen ator Hale's proposition is not very promising, but it shows that his con science has been stirred until he has ceased to be a blind follower of Air. Foraker and Mr. Lodge. He says the quarrel is between Co lumbia and Panama, and he proposes that the President of the United States tender his best offices towards a peaceful adjustment of all contro versies that have arisen or that may arise between Colombia and Panama, The Hale proposition is, it is true. superficial and impracticable, but it at least shows that the Maine senator thinks something should be done. The United States cannot inter vene with effect because its bands are not clean. It directly aided, if it did not connive at, the secession of Panama. Its ships and its marines made the act of secession possible. It is the United States that wronged Colom bia, and we are in no position to tender "our best offices." We are the cat that has taken the canary, and Mr. Hale will have to look else where for an intervener and peace maker. Let us, however, be glad that a republican conscience has been discovered in Maine, and that Messrs.
