The subject is one that will come
up in the next Congress, and it will
be strange indeed if the action of the
President is not at that time fully in
vestigated and caustically discussed.
.No one doubts Mr. .Roosevelt's hon
esty, but ail doubt his obedience to
and respect for law and custom.
Some may wonder why Vice
President Fairbanks does not seize
the helm so to speak and proceed to
steer the ship of state, the President
being in the depths of Colorado hunt
ing with pogs half-starved wolves of
legs size than- any dog engaged in
the hunt. The wolves are, however
a type of the gray wolves of Wash
ington, and the President is perhap
getting his "band in" sc that he can
hunt the latter when he returns to
Washington. The country will at
any rate applaud a hunt for gray
wolves at any time or anywhere. But
we wander. ,
We started out to ascertain why
the elongated statesman of Indiana
is not acting President instead of the
fat statesman of of Ohio. The reason
of it is found in a section of the fed
eral constitution wnicn says tnat "in
case of the removal of the President
from office, or his death, resignation
or inability to discharge the powers
and duties of the said oibce, the
same shall devolve upon the Vice
President." This seetion does not
eover the hunting of half-starved
wolves in Colorado or even of gray
wolves in Washington.
It might be said that the Presi
dent has placed him&eit where he is
unable to discharge the duties oi tht
presidential office, but he does not
think so, and the "inability" men
tioned in the constitution cannot be
established. This keeps the Ihin
Fairbanks out and the fat Taft in.
Averdupois thus becomes again an
element in statesmanship.

Raleigh Post.
Governor Glenn yesterday wrote
the Governor of New Jersey urging
him to attend the ceremonies at New-
Bern early in May for the unveiling
of the monument to the Tenth New
Jersey Troops. lie informed the Jer
sey governor that it is his purpose to
attend with h's staff and as many
military companies as can be gotten
together ior the occasion and that it
is the purpose of the citizens of New-
Bern to give a reception on one even
insr and the survivors ot the Tenth
New. Jersey troops on the next even
ing, the entire ceremonies being un
der the auspices of the latter.
The probability is that the New
Jersey governor will attend with
other state officials and members of
his personal staff. The date has not
been fixed but it will be the latter
part of May. Governor Glenn is ad
vised that the people of New Bern
are very much interested in the even
and are preparing to give the visitors

The association seems to have been
a combine intended to crush compe
tition in the buying and shipment of
grain astifler of competition. What

been it was declared illegal a trust
in short, and its secretary is now
languishing in jail.
What is needed now is like action
on the part of the lederat govern
ment. The grand j ury is at work
on the beef trust case: aud if the
Uniled States has half the honesty
and courage of Kansas there will be
more men in jail very soon. Fines
are burlesque in trust cas-ss. Terms
in prison are the true remedy.
