The National Civic Federation as well as the Chattanooga convention favored the reception of Italian im migrants', and the sole regret i- hat they are landed in New York nstead of New Orleans. It costs ibout $11 a head to bring them from New York to this district, and about $15 the carry them to New Orleans. The need of immigration in the -jouth is shown very plainly in the prices recently paid for the county convicts, all of whom are short-term men. The Tennessee company takes the Montgomery county convicts at at $28.50 a month each, and it is re ported that the Colbert county con victs were recently hired out at $29- 50 a month. When county convicts command such prices it is plain that there is a serious lack of labor in this district. Those who object to the reception f immigrants from Italy do net know the Italions well. On a single day of last week they sent home New York noney orders aggregating $91,000. A people that remembers the home folks to that extent, can not be who! ly bad. They are thrifty,-sober and industrious. The Christmas cheer they sent back on a single day from a single city is'evidence that they are not decadent and worthless, as some would have us believe them to bei The Italian is well understood i in this district. Several thousands ( oi them live here, and the only regret expressed here is that we have mare of them." Thel'aUan immigrant would be welcomed here, and- if- Congress would divert the stream from New York to New Orleans the problem quickly be solved. The south needs more white men, and Italy is the best source open to us from which to draw them. ' -300 Senators and 589 Duputies of France met at Versailles and elected H, Jpallieres, president of the Senate, President; of the republic. He goes kMti Jzire in February, and his term vviir-cover seven long years. In France there is a bit of unwritten law springing up against a second term, but it is concaeded that Presi dent lioubet could have been elected in spite of it. The President-elect was supported by the radicals and socialists, and he will tread closely in the footsteps of M. Eoubet, outrunning at times perhaps the peasant President. The eltc.ion of M. Fallieres meaus that ao reaction need be expected in France very soon. M. Doumer, president of The Cham oer oi deputies, eiooa ror conserv atism, if not reaction, but he wat- swept aside by the rising rudicai uue. txe received the suiport 01 the more m jJeraie ru;ubiieaus, bui all the cjuservaiis a lft iu the republic could not keep 11' defeat. The President of the French re public has but limited powers along side an American Piesidaiit, but still his social pjver is rreat, and at times he wi ;!ds no hale political in fluence. He cai iiov vttoa bill, al though h8 uiij t i;U a bill back to be voted ou znm. He never, how ever, exercia'S tit power. The Premier and i ue rett of the minister are practically selected by a majority of Parliament. The estimate-- of acreage, condition and yield oi the cotton crop made b the bureau of statistics of the depart ment of agriculture have been inves tigated by the Keep commission. The commission fiuus there is noth ing arithmetical m uie making vi those estimates that they are in fact reached by "the exercise of judg ment," which nutans that they are dimply guesses. And yet 85,000 per sons assist in the making of those guesses. The ri nal g uessers are, how ever, but four persons living in Wash ington, where no cotton is grown. Very likely the four never saw a cot ton patch. The Keep commission has little faith in the work of the 85,000, and it recommends that the entire busi ness be transferred to the census bureau. This is the common sense of the situation. The entire army of individuals and town correspon dents should be cut off, for they furnish nothing of value nothing that is heeded even at Washington 'Not only," said the Keep com mission," should the acreage plant ed be determined by tne census bureau by a process of enumeration, out the ginning statistics of the een s us should be the only government reports on the yield. By abandoning the early ginning statistics of the census bureau enough money can be saved to enable the census bureau to ascertain the acreage planted. The Keep commission has simply rssommended what all ' intelligent observers have long been convinced of, namely, that aetual statistics gathered by the census bureau are far better than the guesses of the agricultural department, or of any other organization. The guess busi ness is in disfavor, and the Keep commission has simply expressed public sentiment on that subject. not Imlaminatory Klieuinatisin Cured In 3 Days. Mr. Li.
