These gentle men can truthfully attribute their failure to be on the government pay roll at this moment to Marion Bat ! ler, an ex-Senator from North Caro lina. Although a member of the present Congress, Mr. Blackburn has been out-manceuvered by the fbrmjr Populist leader. Blackburn has sig nally failed in his effort to enlist the support of Republicans on the post otne committee, who, at the instance of But.er, have prevented the confirm ation ot two Republican', against whom here is as . little evidence ot wrong doing as any from North ever I "Truly mlrpenlu seemed the 're- covery of Mrs. Mollis Holt of this platv,': write J s) it. House defining the nature of the canal. And yet itisimpoit ant that the government should know whether it is to build a lock canal, or one at sea level. , Railroad rate regulation is another great measure, and it is before both Houses on a report from a conference committer, The present week may determine the term of this epochal bill. It is beyond all doubt the chief work of the session, outranking even the canal discussion, and yet it may prove disappointing to the people, for all rate questions are, after all,to be settled in the courts. Another impartont measure relates to new states. The conference report is in favor or the admission of the Indian Territory and Oklahoma as one state, and the submission to the fixtd the cards against Grant and Frazier before Blackbura got started, Eo do this he had to deal with Pen- r-. i Pennsylvania, a ad Carter ol V ' V - - Mou at a. The victory is Butler's to date. Blackburn has the opportunity of changing defeat into success. Will he be able to do it? If he has more influence at the While House than Butler he will. The contest will be the greatest in which these two war ing Republicans ever engaged. It is an even start at this minute, with the self boasting administer of the square deal hovering over the post. WHERE OPPRESSION COMES FROM. Governor Hanley of Indiana is a republican, and in an address at Pur due university on Memorial day he discussed at length and with rare emphasis the cirminal aggressions ol incorporated and aggregated wealth agaiust the individual. He express ed a desire that the muck raker should remain as long as the muck bed does. He then said: ''The American people are at the beginning of a great revolution. As yet there is in litteral sense no call t arms. There are nn drum beats, no ougie blasts; but tne revolution is upon us. "Stupendous social, economic and political changes are involved. Deeply imbedded in the very core and center of this revoluuon.running like a thread of gold through all its shifting scenes and changing forms, are certain fundamental principles ol human right and of human liberty and unless we, in our day, and espe cially you in your day, possess a will ingness to seek for these and tne wisdom to find them and the patriot ism and the courage to proclaim them, to stand by them, and save them when found, the call to arms, the drum beats, the bugle blasts, the serried ranks, the marching columns and the battle fields will come to us and to you as certainly as, in the past they came to our fathers." So they may,but why did not Gov ernor Hanley have the courage to tell his hearers that the sourse, the inspiration, the beginning, the real impulse and impetus of monopoly and plutocratic despotism in this country is the Dingley tariff, and that until that devilish device for taxing the many for the benefit of the few is essentially mo dified and put on a strictly revenue basis, there is no possible way in which free and open competition can be reestablish in this country. Big and little Standard Oils and beef trusts will spring up and thrive at the expense of consumers and to the destruction of individual rights just so long as our Chinese wall stands in all its present enormity and injustice and out-and-out robbery of the people. Governor Hanley should have had the courage of his convictions. He should have assailed the national Upas tree first of all. Candidate For Solicitor. To the Democratic Voters j of the Sixth Judicial District: 1 desire to announce my candidacy for the Democratic nomination to the office of Solicitor of the Sixth Ju dicial District, subject to the action of the Convention to be held for that purpose. I believe that the duties of the office ot Solicitor should be performed with honesty, vigor and impartiality, and with no end in view other than the eqial enforce ment of the entire hody of the crimi nal law against all offenders, regard less of their social "tending or finan cial condition. It went through the Senate the stronghold of Privilege, and it seems strange that a matter which relates to the food of the people should be tied up in the House. It is an extremely important matter, and Congress dare not adjourn until it perfects a method of inspecting meats and provisions in the packing houses of the country. Another important measure is the Knox immunity bill. It has been passed by the Senate. The bill aims to undo the decision of Judge Hum phreys in tne umcago beer cases, Humphreys held that the beef trust magnates could not be prosecuted criminally because they bad iurnih- ed information to Commigsioner Gar field. The Knox bill cuts out in formation voluntarily given, and confines immunity from prosecution to a natural person only who, in obedience to a subpoena, gives testi mony under oath or produces evi- dence, documentary or otherwise, un deroath. No corporation may be com pelled to testify against itself. It will thus be seen that the Knox bill is one of the session's important measures. These are the four big bills pend ing theisthmain canal, statehood, rate regulation and the immunity bill but there are also pending the Philippine tariff bill, the immigra tion bill and the quarantine bill. The free alcohol bill alone has gon9 to the President. All the rest remain in the one House or the other, or in both, to be acted on, besides the reg ular appropriation bills, An ad journment before July seems im . probable.
