The Richmond Tiuaes-Dipatch in its leading edkorial ye&ter.lay talks with tirne'y saeacity on the duty of the party at this time, it says: Elsewhere will be found a corre spondent at Clifton Forge, in which he nominates Cleveland and Biley for 1903 Our correspondent thinks that to nominate Bryan to head off Hearst would be toemp'oy on blan der as a substitute for another. The Times-Dispitch thinks that it would be a blunder for the Demo cratic organizations of the country to c muiit themselves to any c nrfi 1 ite or to any issues at this time, save those fundamentals for which D-iuo cracy has always stood. .The Times- Dispatch was an advocate of Mr. Cleveland's nominatien in 1001 and believes now that he wou d have polled more voles than any candi date within the convention's reach But it is not in favor of committing the party yet awhile to Cleveland, Bryan or any other man. What good i hi ag can be accomplished by such precipitate action? Who knows what the conditions will be and what the "paramount" issue will be two years hence? TLe prospects of Democratic sue cess in 1908 are fine. The trend is in that direction. The people aregrow' iag tired of abuses that have sprung up here, there and everywhere and under Republican rule. The spirit of Democracy is not dead. It is more alive and more virile and aggressive than it has been for several years. The " 'all street'crowd.who are keen observers are peeping into the future, are look ing for the election of a Democratic House next fall. The tide is flowing, and Democrats have bright prospect of taking it at the flood in 15)G. The nation has had a season of generous prosperity and voters are reluctant to swap administrations when busi ness is flourishing. But there may be a taste of Republican adversity in 1908, and if so, that party would have great uilheulty in maintaining itself. That is another factor i favor of Democratic success. But whether the country ba pnt?p rou or not in that year, all indication: now. point to 1908 as Democraticyear Tae country was prosperous in 1892, and President Harrison made stron appeals to the voters not to disturb business, but a majority of them were tired of Republican rule, and the Democratic ticket was elected with a hurrah. There is fine promis that a similar opportunity will come to the party in 1908,and party mana gers should be very careful not to spoil it in advance. All booms at this time are premature. Let the opportunity select the candidate when it arrives. It seems that the recently inaug urated change of eehedule on train No. Ill of the Southern Railway, that leaves this city every night at 9:40 o'clock, in rfegard to which change much has been written edi torially, and otherwise publish ed, in the - Raleigh News & Ob server, through which and some j petitions doubtless,the Corporation Commission was moved to order a hold-up, is going to stand and re main "effective," as the railroad parlance run, the Corporation Com- nissiou having come to the conclus ion that its order in this regard i ex tra its authority, and therefore is recalled. In other word, the Corporation Commission was created to correct abuses and right any public wrongs not only as regard railroads but all orporations, as its name implies. Col R duian said that he did not know the exact position in which the act of the petitioners id with drawing their petition for a restrain ing order placed him. The history of the matter was a peculiar one. The Southern Railway some time ago published a change of schedule of train No. 111. Certain petitions pro testing against the change were,nled with the Commission, the first on June 2nd. Under the rules establish ed for the orderly conduct of i's pro ceedinjrs and the protection of the rights of the parties the Southern Railway had ten days in which to answer, it oecame necessary to wait ten days before doing so, since some matters of fact could not be ascertain ed until Tuesday, the 12th. The schedule, he said, had been published to all tne worm to go into eaect on the 10th. On Saturday night at 9:15 there was served on the vice-presi dent of the Southern the order of the 9th forbidding the change of sched ule. That order had to be considered hurriedly. No membar ot the road's operating dep irtment was available except adlvisi n superintendent who had no power to change a schedule put into sffect by the general super intendent ana tne general manager. who were in Washington. It there fore became ih cessary for a division superintendent to decida whether or uot to follow the order. The failure to comply, said he, was made with all due dtferonce and without any disrespects for the Com mission or inteudi ig any disrespe ct Speaking as an attorney employed oy the road he stated that he knew ihat they all had the highest regard personally and as a body for the Com mi-sion Whenever the commission makes a lawuil order, he declared, it would find the Southern Railway meeting it half way and ready to obey it us it has d ne heretofore. Merchants Convention. I Just received the official pro gram of the Fourth Annual Conven tion of the North Carolina Retail Merchants Association, which will be held at Morehead City June 20-21. I wish to call attention to the great benefit to be derived from these meet ings and urge every member to at- tene. It will show what the State organization is doiner as well as the local associations. It will probably be a long time before the State Association meets at such a convenient place for us again, and as the round trip will cost only $2 00 I hope to see as large a dele gation from Qoldsboro as possible. On a strictly teachnical parlia mentary point the item of $25,000 for the traveling expenses of the President was stricken out of the sundry civil appropration bill, but ' before it had been cut out there were free expressious in its favor. It wilt doubtless reappear in some other form either at thi3 session, or in the one beginning next Decem ber. It is a mistake to. say that the President's salary is $50,000. Con gressman Sullivan showed on the floor of the House that the annual pay of the President stands at pres ent at $283,310, even without the additon ot $25,000 for traveling es- pens(is,and Mr. Sullivan, a democrat, favored that addition. Mr. W illiams of Mississippi op posed the addition for traveling ex penses because the President travels too much, especially when Congre- is in session. Congressmen, too, did 'ikewise. Altogether the House seems to have been glad to get rid ol the Kein for traveling expenses. II the republicanism had the courage of their convictions they would have or .ereu a palace car for the use of Presi lent, and this would mean in the course of time a yard full of palace cars for the use of various of ficials of high degree, real mandarin of the new republic. But an election is comiag on, and the republicans could not be induced to face the mu- ic. D Hunter, thinks the open winter en abled an unusually large number of weevils to hibernate wishout bcom ing frostbitten, and that the summer will bring forth a large number of the destructive insects. Nor is Dr. Hunter optimistic over the situation in L juisiana. Then pests have reached a place within a few miles of the Mississippi river and the big valley is full of underbrush thus jffjrding the weevils excellent places for hibernating. The hedges and moses ot the Mississippi valley far exceed similar growths in Texas,and the weevils promise to thrive in the Mississippi valley as they did net and could not in the Texas prairie country. It is idle to to say that the weeviis will not crots the Mississippi. They assuredly will either this year or in 1907. The rank growth of cotton and its lateness in maturing in the Mis- iissippi valley wil operate to increase the number of Weevils, and it be comes a seriou-i question indeed whether cotton culfuro in the eastern of the cotton belt will be poisiblo af ter the Mexican pest hai infested it.
