Hollo well has sufficiently Teco vered from his recent illness to re sume his seat in the lower house ot the General Assembly. , Beginning with Ash Wednesday there will be services every Wednes day and Friday afternoon at 4:30 o'clock at St. Stephen's church. A new "yellow peril" is reported: it is in the shape of a $20 gold note and is counterfeit Excuse us a moment 'till we can look over our "roll." We may have several palmed off on us. The Argus is indeed glad to chron icle the improved and now very hope ful condition of little Cedric Harris, son of Mr. and Mrs. E. W.'" Harris, whose critical illness of pneumonia we noted several days ago. Mrs. W. P. Fife and daughter Miss Eimer, returning from a brief visit to Mrs. Fife's venerable father Col. Jno. D. Whitford in New Bern, were in the iity today between trains en route for .their far-away home in Denver. Mrs. Henry Weil has donated to the Goldsboro Public School Library a set of the world's best orators edited by Wm. J. Bryan. This is a valuable ad dition to the literature used by the .High School. Mi. and Mrs. David Edmond, of :Riehmond, who regulary spend several weeks here every winter, are in the city, the guests of the Hotel Kennon, and their many friends here always welcome them gladly. The Board of Aldermen, by a decisive vote, rejected the proposition for the abolishment of the Board of Public Works, and also decided not to ask for an enlargement of the corporate limits at this term of the General Assembly. It is indeed refreshing to witness a return of a general indulgence in the beautiful custom of sending valentines. We do not mean the comic and uncouth kind, but those gentle missives of sweet sentiment that are always wel come. Having recently sold his brick store on West Centre street the C. G. Per kins store Mr. Franc L. Ives is clos ing our his stock at cost, preparatory to giving possession to the new owners, Messrs. W. T. Hollowell and Emmet Powell. The death of Mr. Henry Herring, a fine citizen and farmer, and a brave old Confederate soldier, occurred Sun terday morning at his home in New Hope township. Thus, one by one, and rapidly now, are the world's .greatest heroes passing into history. If a reader of the Argus will take up a copy of this paper printed say ten, or fifteen, or twenty years ago, it will be ; seen by comparison what has been ac- complished by Goldsboro in the inter vening years, and thus one can get the measure of the growth of the cora :ing years, for Goldsboro's pace is not -to be slackened. A better and a -Greater Goldsboro is to be achieved as the years roll on. We go forward. The Pink Winn property in this city, west of the steam laundry, fronting J.03 lw2 feet on Mulberry street, and running back 109 1-3 feet, sold today at public auction at the court house door, the sale being for partition among the heirs. The bidding was quite spirited. and the attendance at ttie sale was large, showing that Golds! oro real estate whenever it comes on the mar ket is readily sought after, and - the price at which this property was finally bid off $4,205 made even the croakers catch thuir breath, and when they .again ventured to speak it was actually in ejaculations of compliments to Golds boro ; and we verily believe they are at last persuaded that we've pot the Best Town in the State. The property in question was bid off to Mr. I. F Dortch, for a client. COMPULSORY EDUCATION. The Argus man was talking with one of Wayne county's best farmers to day, Who was here making some need ed purchases for his fine" farm lying be tween here and Seven Springs, and he remarked to us that he had read with much interest and hcpe our reference last week to an electric railway to Seven Springs. "Why,", said he, "it would be the making of Goldsboro. We farmers realize more than you do the difficulty of getting to' Goldsboro, be cause we have to do the coming, and consequently we take all sorts of short cuts to country stores, and often do without things '.that av;q would buy, rather than brook the bad roads we have to travel to get here in many sea sons." This bears upon the retail trade ot the city alone. Add to this the great benefit such a road would be to the wholesale ' trade, with cheap water transportation from Seven . Springs east, not to speak of travel that would make .Goldsboro their objection point in going to the wonderful Seven Springs for the benefit of the waters, and if you are a reasoning man you can readily -.comprehend what such a road would mean for Goldsboro. , An Act to Secure Compulsory At tendance in Goldsboro Township. The following is the text of the bill proposed to be enacted for Goldsboro township : The General Assembly of North Caro lina do enact : Section 1. That any parent, guar dian or other person in Goldsboro Township, Wayne county, having the control of any child or children between the ages ot seven and sixteen years, shall be required te send such child or children . to some public or private school where instruction is given at least in the common school branches, defined in section 37 of the public school law of North Carolina, as fol lows : (1.) Every such child between the ages of seven and twelve shall at tend some school as many days an nually as the public schools of Golds boro Township are in session. (2.) All children between the ages of twelve and sixteen years who are unable to read and write in accordance with the re quirements for voting as expressed in the last constitutional amendment. (3 ) All children between the ages of twelve and sixteen years who have no regular daily employment, shall be required to attend some school continuously while the schools of Goldsboro Township are in session. . Provided, however, that the board of trustees or the superin tendent of the public schools of Golds boro Township may exempt from the operations of this act, (1). All who have a bodily or mental affliction that in capacitates them for attending school ; (2) Those who have completed the course of study prescribed by the board of trustees ; (3) Those between the ages of twelve and sixteen years whose labor is absolutely necessary for their support or their parents' support ; (4) Those whose, labors at certain seasons of the year is necessary for the preser vation of the agricultural products of that season. Sec. 2. That .any parent, guardian or other person in Goldsboro Township, Wayne county, having under his or her control a child within the provisions of Section 1, who fails to cause such child to attend school, or any person who shall encourage any child to violate Section 1 of this act shall be guilty of a misdemeanor and fined in the discre tion of the court not more than ?50,,or imprisonment not more than 30 days Sec. 3. That the board of trustees shall require to be taken each year, an accurate census of Goldsboro Township, giving the street address or location, and the age of each child of school age and this census shall be placed in the hands of the Superintendent of the Schools of Goldsboro Township on or before the first day of September of each year. The date of the opening of the schools shall be advertised at least two weeks before the opening in all the leading papers of the township ; and by the end of the first month, or - as soon thereafter as possible, the Superintend ent may require to be turnisnea nim a list of all children attending schools, both public and private. He shall then prepare a list of all those within the provision of Section 1, not attending schools, and the parent or guardian of of those not attending school shall be notified by the Superintendent, teach era or attendance officers of the pro visions of this act, and said parent or guardian upon failure to kid in secur ing the attendance of such children, not already exempt, shall be guilty of a misdemeanor. Every person who en gages in the business of teaching school in Goldsbero Township shall keep an accurate record of the name, residence age, sex and daily attendance of every pupil under his or her instruction, and also an accurate record of the name ot the parent or guardian of every such pupil, and this record shall be open at all times to the inspection of the Super intendent or any member of the Board of Trustees of the Public Schools of Goldsboro Township, and, all such teachers shall furnish to the Superin tendent or the board of trustees all nec essary information for. executing the shall issue a warrant against said pa rent or guardian, and npon conviction said parent or guardian shall be found guilty of a misdemeanor and fined in the discretion of the court for each of fense not more than $50 and costs, or imprisonment not more than 30 days. Sec. 5. That it shall be unlawful for any person, firm or corporation to em. 1 ..11.4 lO ' " r -.1. ill -, 1 1 H n MVA tuhn! is unable to read and. write, without a written . statement from the chairman of the board of trustees or the Superin tendent of the Public Schools of Golds boro Township that such child is ex empt from attending school according to the provisions of this act, and any person; firm or corporation violating the provisions of this act shall be guilty of a misdemeanor, and fined at the discretion of the court not more than $50, or imprisonment not more than 30 days. . Sec. 6. ' That any child who is will fully absent from school, contrary to the requirements of Section 1 of this act, shall be deemed a truant, and upon recommendation by the Superintend ent, such truant shall be arrested by any attendance officer, and conducted to the school which he or she has been attending, or which his or her parent or guardian wishes him or her to at tend. For repeated acts of truancy, the Superintendent may repert the child to the Mayor or any magistrate of Golds boro Township and recommend that such truant be committed to a reforma tory, if such an institution is provided by the State, and if it shall appear that the conduct of the child is damaging to the welfare of the school, or that the child is becoming a moral degenerate, the court may commit such child to the reformatory. The city of Goldsboro, the township of Goldsboro, or the county of Wayne may, at any time, provide a truancy, school in which tru ants, or children criminally inclined of Goldsboro, the Township of Goldsboro or the County of Wayne may be com mitted. Such a school may be located in or near Goldsboro. It may contain buildings and land separate from the township or county system, and it may incorporate with it the features of a school or a reformatory, or both, in which may be committed children of tho city, the township or the county, according to the system established. Sec. 7. That the Mayor of the City of Goldsboro, or any magistrate of Goldsboro Township, is hereby vested with jurisdiction to issue warrants and processes for the-apprehension and trial of all offenders under this act, but no warrants or processes shall be issued except upon recommendation - of the Superintendent or some member of the board of trustees of the schools of Golds boro Township. Sec. 8. That in the enforcement of this act, the services of the regular police force of the city ot Goldsboro, or the township constable, shall be used as designated by the board of trustees or the board may employ any suitable person to aid m executing the provis ions of this act, and all persons acting in this capacity under the directions of the board of trustees shall be known as Attendance Officers.
