(It has-heretofore bera published that tlie State of Alabama has proposed to the Confederate Sisters, tlie guarantee by each", of iti ratable proportion of iue war ueui. ; This patriotic proposition haa been responded to b the Legislature of . South litrohna, coupled, how ever, we are sorry to see, with some conditions ; among them, pehaps a limitation of tlie, guarantee id the joint sura.of tvvo hundredmilIions. It is evi dent that if the States separately imposej conditions, there ean be"ho common basis of action and-thejvhole sciheuie will fall through'. In the Confederate Con gress the States art all represented, and there infinite- inexorable condition would render .impossible any valuable result. ". . - . -i j v": O .- - rThe simple proposition Is for the Stales to guaran tee, in ratable proportion their share of the warj debt. We assume that the debt will be paid, and that in Jo(ie form or another; it will come out ofithe people. 'I'he guarantee by the States impo8 n neor ac tional burden or obligation on the people. ' But the credit of the States would be a valnabJe re-inforce-ment of the credit of the Confederacy with all whp are disposed to estimate the remote chances of a failure to establish our independence. And this im provement ?f our credit would be an exceedingly valuable contribution to bur resources, nd diminu tion of our expenses.
