Glenn had made an effort to get a compromise, but to no effect. Publication was made in tome of the State papers some month ago that ex Gov. Dan. Compared with the corresponding period of the preced ing year this is a gain of 82 per cent These figure indicate in the opinion of the officials that the fiscal year 1S05 will register the arrival of mora aliens by far than any preced ing twelve months in the history of the government. Im c ignition from Hussia continues to increase by leaps and bounds, the arrivals from that country in the six months ending February 28 last numbering some 84,000 person, being an increase of 72 per cent, over the same period of 1903. The case is important, as it is the first action to be taken under the new law passed at the late session of the Legislature and is looked upon as a test case that will largely in lluence the authorities in other cities where the gentlemen of the green cloth pursue their business or "pro fession ." The defendant Eagles is not a pauper, being worth several thousand dollars, it is said. The appointment Saturday of Mr. John V. Ayc3ck, of Galdsboro, to be State bank examiner, vice J. O Ellington resigned, will give general satisfaction. He is an experienced banker and a distant cousin of ex Gov. Aycock. Evidence is now multiplying to prove that this writer was right when the statement was made in these Letters a month ago that one of the most serious ommisjions ot the General Assembly at its recent session was the failure to provide the machinery for securing agricul tural immigrants for North Carq Una, of the most desirable class that can be obtained, of course. They f ry, louder than ever, is now com ing up from the farmers all over central and eastern North Carolina, complaining of the lack of farm labor scarcer this year than ever during the last few years. The planters say there are fewer negroe between the plow-handles this year than ever before within their knowl edge and the situation presents one of the most serious problems of the day to our people and officials. Gov. Glenn heartily favored the creation of an immigration bureau, but the bill providing therefor was defeated. What is needed is a man who is specially fitted to conduct the work, and he is not met with every day.' That is why the bureau of labor and printing, which, has tendered its services to the Govern or; will not be able to do much .in this lfne. But Gov. Glenn may yet work out a plan that can be put into execution and open the way for the beginning of an influx of de sirable immigrants between now and the assembling of the next Leg islature ; and then, if that body sees there is the right man available to luootasfully conduct it, I believe the bureau of immigration will be established. ' Tbe South Dakota bond judg ment was settled Saturday in Wash ington by Attorney General Gilmer, who went there and deposited with clerk of the Supreme Court of the the United States eoertified check on a New York bank for 827.400, in payment of tbe original 810,000 in bonds and accrued interest to date. Tbe State waited as long as possible before settling, for to-day (Monday, April 8) is the date when the fore closure would have been made, ac cording to the judgment of tbe U 8. Supreme Court. When tbe North Carolina com mittee of t onfederate Veterans go to Appomattox next Monday, 10th, to unveil the N. IX monument bear ing the inscription "First at Bethel, farthest to tbe front at Gettysburg, and last at Appotnattoi," the Vir ginia local camp will not participate in the exercises. But when after dismissing this subject as of no importance, one can turn noncha lantly to bis secretary for infor mation as to whether bis engage ments in connection with educational foundations already represent seven teen or eighteen millions of dollars, and learning that seventeen is the figure, remark in perfect good faith that there are between forty and fifty more applications which will be decided within the next thirty days or so, together involving proba bly as much more, it ceases to be surprising that a mere bagatelle of twenty thousand a day is really too small a matter to satisfy an insatia liable appetite for philanthropy. Mr. Carnegie is a very interesting man. He is able to say with per fect sincerity that dispensing his wealth as he is doing is the beet "fun1 be has ever enjoyed. He exudes happiness at everp pore, so to speak, and none can come in contact with him without feeling that he enjoys life lar beyond the average. He most enjoys not what he is able to give, but what he is in ducing others to give except it may be the benefactions and pensions of which no one bean, but which have made life easier for hundreds of men and women whom he is assisting to self dependence and success.
