In diana, West Virginia and Ohio give their votes to Taft by greatly re duced majorities. Nebraska, for merly Republican, goes to Bryan. There are not a few changes in Con ' grass, bat the Republicans have a substantia' majority. Cannor is re elected. Indiana will send a I'emo- crat to the U. S. Senate neit time. The South remains solidly in the Democratic column, except Mary land. Kitohin is elected Governor by 42,000., The Republicans make some gains in the legislature, but the majority is largely Democratic, It looks like Mr. Brooks is defeated in this district for Congress, by Mr. Morehead. " I grees in l'Jvi repeaiea ine special war tax of 6 cents a pound on to bacco, have to thank the Republi can leaders in the house of repre sentatives who permitted the suppos ed slip in legislation which has put thousands ol dollars mainly into the tobacco trust's pocket. The inde pendent manufacturers, of course, may profit by the same device, but their proportion of sales is insignifi cant about one-tenth. The effect of the repeal of the war tax on tobacco was to leave the con sumer paying the additional 6- cents a pound, not into the treasury of the U. S., but into the pockets of Thos F. Ryan and his associates in the to bacco trust. The way this was ac complished was to provide in the re peal bill that the revenue depart ment should continue to issue the tax stamps in the old denominations which were devised for the purpose of dividing the burden ot the addi tional 6 cents tax between manufac turer and consumer. This is the way it worked. Before the war stamps were issued by the government for 2, 4, 8 and 16 ounce of smoking tobacco, selling for 5 or 10 cents, according to quality, and the 5 and 10 cents cuts of plug tobacco were the largest sellers. For the 2 ounce package the war revenue legislation provided a reduction in weight to 1$ ounces, the 4 ounce package was i educed to 3J, the 8 ounce to 6f and the 16 ounce to a 13 ounce package, with revenue stamps provided to suit. This ostensibly made up the extra revenue tax and additional cost of packing in smaller lots. The cuts of plug tobacco were reduced proportionately. But when the war tax was repeal ed the tobacco trust, through its friendly legislation, got the revenue stamps left just as they were, instead of returning to the 2, 4, 8 and 16 ounce stamps and the former full sized packages. Thereby the trust has been enabled since April 12, 1908, the day President President Roosevelt signed the repeal bill, to get just as much as it did for its to bacco during the war, while It pock- eta the war tax plus the increase which it tacked on when it advanced the price because of the war tax. The tax was 6 cents Additional, while the trust pushed up the price at that time 7 to 16 cents a pound. The trust's gain has amounteoTto millions of dollars. Since all revenue legislation must originate in the house, the responsi bility for this trust grab must lie there where no bill could pass with out the consent of the republican leaders, chief of whom in the house j ft that time were ''Uncle Joe" Can non and James S.
