United States Supreme Court Over worked. Richmond Tlme»-Dl« patch. When the United States Su preme Court began its session last fall its docket contained about 1,200 cases. Now it has finished its deliberations for the year, and but 350 cases have beon disposed of, although the judges were unusually diligent. The court is two years behind its docket. There is no relief for this condition in sight, and the situation is gradually becoming aggravated. In 1789 at the organization of the court, it had but six members. Now, after tho passing of a cen tury and a quarter, it is larger by only a half, although the natiou has developed tremendously, and we have become a litigious peo ple. Since JB9B the court has heard appeal cases from the Phil ippines and Porto Ilico as an ad ditional burden on the docket. "The chief cause of the accumu lation is the American trait which impels a litigant to fight to the last ditch," says the Boston Globe. In 1891 the Circuit Court of Ap peals was created for the purpose of relieving the congestion, but tho relief was only temporary. It is manifest, that the Supreme Court ought to bo inoro prompt in handing down its decisions, but it is a physical impossibility to move much faster than 350 cases the year. This gives each justice about 40 cases, oach involving complex and hard propositions of law. The justice must not only sift tho facts and apply the law, but must also sit in consultation with his associates in the other cases, some of which are of su preme importance. He must bo an unremitting student—in fact, there is little time in the year that he may call his own. There seemii to be but one remedy; to uulargo the court to fifteen or more members. Bonds have been voted by town ships in Rowan and Union for the construction of the road. Two aviators were killed and one injured at Vincennes, Frauce, Sunday. They were part of a company of fifty aviators that had started on a long distance flight and the fatal accident occurred soon after the start was made. J. 11. Ewon has instituted suit in Wake county , Superior Court against J. C. Jeffreys, for SIO,OOO damages.. Eason complains that Jeffreys had him arrested on ac count of a board bill and the suit Is for false arrest. The weather report says that heavy rains which swept the South Atlantic States Sunday and Sunday night effectually ended a drought which has extended from 17 days to more than a month In various sections. Despondency caused by the death Sunday morning of his fiance, after a Very short illness from appeudicitfß, drove Charles Ricks, the eldest son of Sheriff George E. Ricks, of Washington, (N. At a negro festival in Robeson county, Saturday night a week, a combination of whiskey, woman and talk about a baseball game brought on a row which resulted in the death of "Bunk" Mcßae. There were a half dozen partici pants in the fight and one is in jail. In Federal Court at Greensboro last week Sid Allen, a citizen of some prominence in Carroll coun ty; Va., was convicted of perjury and sentenced to two and a half years in the Federal prison in Atlanta. In addition ho must pay a fine of #SOO. The case was appealed and Allen was released on bond. Burrill Casey and his wife were arretted at New Berne last week on a bench warrant, to answer the charge of poisoning Joseph Whitty, of Craven county, who died May 19. "Mrs. Casey was tho wife of Whitty and married Casey three weeks after Whitty's death. The accident in the mountains of Haywood county Sunday a week, which resulted in the death of four State convicts employed in railroad work and in the in jury of others, was due, it is said, to a heavy rainfall, which caused the supports of the building in which the convicts were housed to give way. The convicts were not wearing a hall and chain but were loose in the building. Balls and chains are not used on State convicts. One injured convict has since died, making five fa talities.
