The Board of County Commis
sioners met July 3rd in regular
monthly meeting with the following
members preaent, Geo. T. William

lows:
Albright Dorsett was relieved of
road tax on account of disabilities.
Jos. A. Isley and Bro. Co. was
authorized to furnish Sarah Hurdle
in provisions to the amount of $1.50
per month for three months.
L. L. McPherson was pernenantly
relieved of Poll tax and road duty
on account of disabilities.
It was ordered that the Board
borrow for sixty days SI,OOO from
the bank at Mebane, and also borrow
for thirty days s'i»ooofrom the Ala
mance Loan and Trust Co.
R. C. Smith was relieved of tax
on $395, error in listing his solvent
credits.
W. H. King was relieved of road
duty on account of infirmities.
The reports of J. 11. Tarpley,
Bupt. of the County Home, and of
Dr. Geo. W. Long, Supt. of Health,
were received and filed.
The report of Capt. W. 11. Tur
rentine and Dr. R. A. Freeman, a
committee appointed to investigate
the Stockade, was presented to the
Board and W. H. Turrentine and
W. N. Thompson were appointed a
committee to investigate the cost of
cells and house to be used for a
Stockade.
K. E. Rogers was relieved of poll
tax for 1910, same erroneously
listed.
It appearing to the Board of Com
missioners that certain persons
using traction engines and hauling
unusualy heavy loads over the bridg
es of the County, thereby damaging
same, it is ordered that the Supt. of
Roads investigate the damages and
repair the same at the lowest ex
pense to said Countr and that he
notify the parties who have damaged
said bridges of the amount the
county-has paid for said repairs and
that he demand re-imbursement of
tho uarno to the use of said County,
and upon failure or refusal to re
imburse said County the Superin
tendent is authorized to sue for the
same and also, if necessary, prose
cute the guilty parties.

W. 11. Thompson, Supt. of Roads,
was authorized to build the Swep
sonville and Iluwflelds road as soon

Tho Sheriff was given ' until the
next first Monday to settle the taxes
for 1010, and he was authorised
to collect all unpaid taxes and be
ready for a settlement on that day>
Tho Board will consider bids for
a steel bridge 80 feet long to be

Washington, July 10.—The 40,-
000 add rural free delivery car
riers in the United Statea are to
receive salary Increases aa a re
sult of an order isaued by Post
master General Hitchcock. The
order provides for the dlaburae
ment during the current year of
14,000,000, which will mean an
increase of SIOO over present
salary of SOOO, for all carriers on
standard routes, with proportion
ate Increases in ahorter routes.
Congreaa provided laat aesaion
for the expenditure of thia extra
$4,000,000 but left it to the die
cretion of the postmaster general
as to how much of it ahonl 1 be
expended.. Mr. Hitchoock decid
ed to authorise the expenditure of
the full amount.
Ilia desire to compensate the
carriers for any additional burden
which may be placed on them if
the parcel posts system he has
recommended for rural routes is
approved by Congress, was the
important consideration, Mr,
Hitchcoek declared, which led
him to make the authorisation.
The rural delivery system was
started fifteen yean ago with 83
carriers, who were paid only S3OO
a year. On July 1 there were
41,562 carriers, their aggregate
salaries being 186,798,000.

RECOGNIZED AND ARRESTED
AFTER SIX YEARS.
Had Been Living in West Virginia
Under Assumed Name.

Greensboro, July 10.—After
having escaped identification and
arrest for six years by going under
the- assumed name of Davis in
West Virginia, Elisha and David
Gunter were recognized and ar
rested here this morning on the
charge of killing William Frazier
in Chatham county in the year
lflOfi. '
The two men are about 23 and
26 years of age, and the younger,
David, has been married for a few
months. His wife was with him
at the time of the arrest. She was
overcome when she learned ttat
her husband's real name was
Gunter and that he was charged
with a capital crime. The young
inen were recognized by people
who were living in Chatham
county at tho timo of the crime.
The'two are in jail here tonight
and tomorrow a Chatham officer
will come to carry them to the
county in which they were indict
ed six years ago.
Frazier was shot down in bis
front yard one night and fell at
tho feet of his wife, who accused
the two defendants and another
brother, still younger,of the crime.
A true bill was found against
them and they heard of it and fled
the State, going to West Virginia,
where they assumed other names
and lived until tho youngest of
tho three died and the seeond in
age had married. The crime was
committed near Cumnock, on the
Capo Fear & Yadkin Valley Kail
road.

wanted, but averred they are not
guilty of the crime. They came
bark becauso they thought after
six years all would bo forgotten
and no attempt would be made to
prosecute the case. They were in

depot as they were about to board
a train.

Corporation Commissioner H.
C. Brown died Tuesday morning,
July 4tb, at his home in Raleigh
after six weeks' illness of cancer
of the stomach. When the cor
poration commission (first called
the railroad commission) was es
tablished, in 1891, Mr. Brown was
appointed clerk and held the posi
tion until he was appointed a
member of the commission, more
than a year ago, to succeed B. F.
Aycock, deceased. He was elected
last fall to fill the unexpired term
of Aycock.
Mr. Brown was born in Ran-j
dolph county in 1857. He became
cashier of the bank of Mt. Airy
in 1885 and was in that nosition
until appointed secretary to the
corporation commission in 1891.
Mr. Brown is survived by his
wife, two brothers and a sister.
