Byrns of Tennessee, ranking minority member of the House Appropriations Committee and one of the best informed men of the United States on govern mental expenditures, lias made the following statement: "Whpn t lie diree or of the bud get, reviewing the economies of tli i administration in his annual message published a few days ago, admitied 'there is yet much to be done,' there was an echoing 'Amen' from every student of government and governmental expenditures. "A statement 10 the effect, that the liscal year I ( J2G was another period in which the policy of econ omy moved forward in enconran-' ing fashion is truly a high-sound ing one but it is'more truly a trite statement —and a ridiculous one in the ace of the facts. While I agree with General Lord, the Director of the lludget, that there is yet much to be done I am afraid to hope—and I ain encouraged in this fear by a statement made by the President last winter at a bus iness meeting of government em ployees. He told them: 'We can not anticipate further appreciable reduction in the total annual ex penditure for the business of government.' » "At the time the President made this spoech I said ou the lioor of the House that I was At H Joss to understand just why he chose the words 'further reduc tion,' pointed out that there - has been no reduction whatsoever since he was elevated to his present office, and showing in stead that the cost of peace time operation has steadily increased —and this in spite of enormous inevitable reductions brought about by the cessation of war ac tivities and agencies. "The Director of the budget is ■a splend.d man. I have a warm ■affection and'high regard for him, but lam not uumindful of the :fact that he is the direct and per ' sonal appointee of the President; that he does not dictate the poli cies of the administration and it is tint natural at this time when Con gressional elections are in the off ing that ho shoyld so heartily commend the policies of his Chief. "There was appropriated at the last, session of Congress for the fiscal year 1927, $4,409,000,000, and this hoge sum was considera bly less than requested by the president in his budget estimates tand message to Congress. The sum is far greater than the appro priation made at any session of Congross since 1921, and in that year the government was spending over a billion dollars more than at the present time on an army »nd navy which had not vet been ■demobilized from war strength and $700,000,000 more ou the railroad administration. The ap propriations for 1927 are $4'0,000- 000 more than they were at the preceding session. ' "General Lord says that with out the effort of the budget and the President the cost of govern ment would have soared much higher. Congress reduced the es timates of the budget and the President more than six million dollars for 1927 and during the years the budget has been in operation, beginning with 1923, Congress has cut th&feudget esti mates in the aggregate sum of $351,428,912 (a sum almost iden tical with the amount of reduction carried in the last revenue bill.) "One is sometimes discouraged to see news stories continually carrying statements as to the economies effected by the present Chief Exepntive, and one often wonders whether the people are .really interested in seeing the truo picture. But Ido not bejjeve iit is possible to fool the people for Jong. This is evidenced QOW" by ** the fact that we are no longer be ting lulled by stories of the great areducjions la. expenditures but .are now being assured that xhe • economy of the Chief Executive .is "consroctive"—a term which may mean anything and whicb in this instance is an effort to explain away the increasing cost of the government under this adminis »tration.\ "The method of Republican Jeaders in making comparisons of expenditures under this and the former Democratic administration is unfair, and ridiculous. The Ilardiug-Coolidge administration went, into office in 1921 on a prom ise a regime ol' economy and J/here has been an unceasing pro paganda to bolster up and make good their promise. But the facts show that their administra tion has enormously increased ex penditures over any preceding period save when the country was at war. The appropriations for the three liscal years, 1925, 192G and 1927, after eliminating the increased appropriations made necessary to pay the interest on the public debt aud debt retire , inents, exceed those of the three peace years of the Wilson admin istration, the fiscal years 1914 5 au 1910, by $4,201,381,000, an aver erage increase of one and one third billiou dollars a year." Scientific research is the bnsis of progress. Dr. B. W. Wells of State College,has found that cran berries will grow in the great sa vanna regions of southeasternCav olina. v . Tom Tarheel says a salesman wanted him to spend his first tobacco check for a new net of lightning rods but the wife want ed watev in the home and she won out. Cotton farmers in eastern Car olina appear indifferent to out breaks of boll weevils, in their fields, report counfy agents of the extension service. Tom Tarheel sayS he saved lots of money on his poultry last win ter by taking out the hens that didn't lay and selling them dur ing the « arly fall. Some farmers are finding a thirty-five percent infestation of boll weevil in their cotton fields. It is not yet too late for the weev il to do damage. Tom Tarholl says that having something to sell from the far in each week has helped him through many a tight place. Trustee's Sale of Real Properly.
