C., as seaond-3lH8H matter. ^ MR. WHITE'S EXPLANATION ' I ,V In this issue we are printing a letter from Mr. W. E. White, of I Mebane, to the Gleaner. Mr. White;1 is explaining in regard to the au- js dit which the present board of 1 county commissioners ordered the day following their induction into office. Until Mr. White said it over his own signature, we did not know that he was one of the "larger tax payers" of Burlington, Graham and ^ Mebane, who had conferred and c requested the audit referred to in c previous articles in this paper. As heretofore stated, the Glean er is not criticizing the board for making a proper audit to determ- t ine its responsibility and ascertain what means it would have at its ( disposal to carry on the affairs of the county. j Audits had been made by a com-1 petent auditor for the several years. 1923 to 1928, prior to the new ad-ij ministration entering into office. ( These previous audits were being ( disregarded as so much junk, and it | j is this useless, it seems, expenditure! of county money that is being crit icized. , The auditor (Mr. Hightower) en- , gaged, so we are informed, essayed ^ to go back to the time when he , last had any part in auditing the county's records, notwithstanding the auditor (Mr. Eck), who had audited the records covered by the proposed audit had been in the em ploy of the former up to the first named date. If Mr. Eck had not been a thor oughly competent accountant, it is not believed that his services would have been retained. Mr. Eck had withdrawn from the service of his former chief and set! up an independent business. They were competitive bidders for the job of auditing Alamance county's books, and we are Informed that Mr. Eck's price was little more than| a third of that named by his form-1 er chief. "And thereby hangs a' tale." We have surmised that there was an intent to discredit the work of Mr. Eck. The surmise may have been erroneous, but the conclusion seems to have been logical. The opinion is ventured that those largest tax payers did not en counter much opposition in asking and getting an audit undertaken, for the discovery of any consider able discrepancy would have solidi fied a foundation for the new ad ministration to stand upon and ask for a continuance of confidence. Mr. White says the outcome just ified the audit, though it "was a failure." This "failure," according to a bill filed by J. D. Hightower, cost the county $2,750.45 in good money, as follows: J. D. Hightower, six days at $25.00, one assistant, 43 days at $20, one assistant 84 days at $17.50, and $270.45 for traveling and meals. In all, 133 days at a cost of $2, 480.00 was spent to find out that the audit could not be concluded. "Due to a number of books and records being misplaced, lost or stolen," says Mr. White, an audit worth while could not be finished. "Lost, or stolen," is setting the coul ter pretty deep, Isn't it, Mr White? As we are informed, on good authority,, every record necessary to make an audit of the sheriff's office is available. The big books from which the sheriff's collection books with stubs are copied are on hand. They show what is charged to the sheriff and there is a rec ord of releases from year to year which shows the sheriff's credit on that account.
