public is 2,199,320. he pure
white population is estimated to
be only about one per ceat of the
whole. The religiou is Roman
Catholic.
The Venezuelan lepublic de
clared its independence of Spaiu
io 1811 and was at warfare with
the mother country for nearly ten
years thereafter. Bolivar, a native
of Caracas, was the leading spirit
of the revolt. The independence
of the republic wa3 not recognized
by Spain? until 184S".f In 1846
here began a series of revolutions
which lasted until 1850; In De
cember, 1870, Gumzau Blanco was
declared provisional dictator and
acted as dictator until 1873, when
he waselevated constitutional pres
ident for four years. Since the
election of Blanco everal presi
dents have administered the affairs
of the republic. The sittiug pres
ident is Ferdinand Crespo.
Secretary Olney summarizes the
situation at the beginning of this
year to be as follows:
"1. The title to territory of in
definite bat confessedly of very
large dispute is between Great Bri
tain and Venezuela.
"2. The disparity in strength
of the parties is such that Venezu
ela can hope to establish her claim
only through peaceful methods.
"3. The controversy has existed
for half a century, despite Vene
zuela's efforts to establish a boun
dary. "4. Venezuela has for a quarter
of a century striven for arbitra
tion.
"5. Great Britain has continu
ously refused except upon the re
nunciation iu her faTor of a large
pari of Venezuelaclaims.
"6. The United States has made
it clear to Great Britain and the
world by frequent iuterpositien of
good offices that the controversy is
one in which its honor and its in
terests are involved and the con
tinuance of which it cannot re
gard with indifference."
