MMZI1M OF FOOD HBIMIU IS mniENED IN ?DM CAROLINA POOD REGULATIONS HENCEFORTH WILL BE MORE RIGIDLY Ef* FORCED?INSPECTORS TO BE PUT INTO THE FIELD?SOME PLAIN TALK FOR SUGAR DEALERS AND COMMERCIAL USERS NEW METHOD OF GOING AFTER PROFITEERS?CONSUMERS ! AND DEALERS ASKED TO CO-OPERATE. Raleigh.?Plan? tor strengthening and very greatly expanding Lho Foe* Administration organisation In North Carolina are being undertaken this week by State Food Administrator Henry ?. Page who has Just returned trojs A conference of State Food Administrators with Herbert Hoove* and his stall at Washington. Mr. Page brings back trona Washington the lm?reeslon and Information that all governmental agencies are settling down to hard work la past experience and smoother running and mere effective operation may be anticipated from now on. To Employ Inspect o re One Important feature of Mr. Page's new plan calls tor the appointment of a number of Inspectors who will divide their entire time to lavestlgaiions of alleged violations and to the examination of baker*, accounts and Invoices and other records of wholesale and retail dealers, bottling works, drug starea Ice cream manufacturing plants, soda fountains, flour mills, oottoa seed oil mills, etc. When the new system of inspection is affeoUvg* tke elaborate r? ports which hare been required of all licensed dealers or manufacturers will h every greatly simplified. The extnesion of tk organisation will impose M many additional administrative duties upen Mr. Page and executive seer* tary Lucas that an increase in the office staff will also be necessary. Sugar Regulation Rigid. In no instance will there be a greater "tightening up" or more rigid eft force men t of regulations than with thoee that apply to sugar. Mr. Page's office Is already receiving from refiners and shippers of sugar statement? showing In detail every shipment of sugar into North Carolina, la the imme diate future every dealer who handles sugar will be required to keep an abso lute record of all sales* of sugar from one pound up. No stated rports froa these particular records will be required but suck stated reports from these particular records will be required but such records will be subject to exam* nation by Food Administration Inspectors at any and all t ime a. ^ - All commercial users of sugar who disregard the ratiealng plan ot sugar iistfcuted May 15th will ?be disciplined. Certflicates aje being Issue?) only toi sugar supplies up to July first and many commercial ustrs kave failed to apply for blanks upen wlrich to make their sworn statements and to apply tor certificates because thoy have already reached or exceeded thlr allot ment of sugar. Not only will such users have their suppliee equalized after July first but In the absence of their sworn s t ate menu by Juno 16th, they will be penalised as well. The Food Administration demands at all commercial overs of sugar explanation of their status not later than June l&th. and no cor ttftcates will be issued after June 15th encept under such circumstances as *111 satisfy the Food Administration that fee delay In making sworn state* ment and applying for certificates was justified?and It is Indicated tkat neme tall explaining will be necessary to bring about this conviction. Wholesalers or jobbers who sell sugar or su^ar syrup to commercial users without receiving in exchange certificates Issued by the Food Admin* trat Ion will have their licences revoked. Retailers who make such saleo will; be blacklisted and be put out of business by that process. Going After Profiteers. The ruleo and regulations of the Food Ad m .nitration with regard to margins of profit on foodstuffs will henceforth be more rlgdly enforced and through the assistance of the inspectors who will be put in the field, profits will be checked from the end nearest the consumer. Where the retail price ot a commodity seems to be unreasonable the retailor will bo oalled upon U sfcow his margin. If his margin is re^onable the Inspector will go to tke wholeealer and If his margin waa reasonable the pursuit will continue to the manufacturer or miller or other producer. It has not been practicable to I follow this course in the pasfbiceuse of the lack of force to the inveo ligations. To stimulate and render effective the new system, consumers are now in vlted to retort apjy^imtly excessive Alkies to ifeoir Gounty or Township Food; Administrator and retailers who are charged ar~arenlly excessive prices by wholesalers or jobbers are Invited to bring such prices to the attention of the ?ame authortf.es. One class of dealers and millers the Food A-imlnLstration proposes to go ?fter comprises millers and dealers in corn me:.! and ether cereal substitutes who have taken advantage of the fiour shortage and "50-50M combination sale to extort unreasonable profits on corn meal and similar products The wheat conservation program has been hide back by profiteers In corn meal and other cereal substitutes and these gentlemen evidntly have something com ing to them from the Food Administration 103% Effectivenesa. "The Food Administration In North Carolina and throughout the United 8tates has determined to make Itself 100% effective." declared Mr. Page In discussing the situation. "In everv instance th#i legitimne Interest nt nrrL m ? ????
