C., Dear Sir: We have examined and audited the books and accounts of the follow ing officers of Franklin County, covering a period beginning" December 2, 1912 and ending with close of business November 30th, 1917, and respectfully re port as follows: ? i W. That while the over remittance to the State Treasure?: for State Taxes can not be a credit to the balance due by him on other fundsr-we have shown Jt all In same account so as to exhibit a complete view. These balances were arrived at by computing his commissions according to the provisions of law Instead of straigght 5 per cent, the amount Mr. Allen deducted. The matter ?f allowing him 5 per cent is a matter for the action of your board. (Note?The Louisburg Graded School overpayment Is not chargeable against any other fund. B. r.rlfflB, Ex-Treasurer We have prepared a detailed classified statement of the receipts and disbursemnts of Mr. P. I?. Griffin, Ex-Treasurer. Covering a period from Dec.. 1st. lf?12 to Nov.,"30th, 1917 prescribed herein as exhibit "G." The books of Mr. Griffin did not sho* the receipts ar.fJ disbursements of the sinking fund. He had no book record of the transactions of this fund He was unable to give I the amount of interest he had collected from the ninkicg fund Investments, ve therefore charged him with the total interest I.?? should have collected from the time he received the investments. September 1st. 1912 to Nov.. 30th. 1917, which amounted to $4.777.7^ in addition to the interest we have charged hhn with one certain note he collected .from F. O dom. amounting to $400 00 and have given him credit -for bond interest he paid, also the proceeds of the Odom note, because we found this had been turned over to bank to credit Of sinking fund. We also credited him with his commissions, after which it shows he In due a balance of $2,295.78. If Mr. Griffin can show he has not collected all of the interest we charged, then in .such fcase. the account will be subject to such credit In order to determine what interest has bben paid it will be necessary to check each sinking fund investment, which are notes receivable. The Investments representing this fund have been turned over to the county attorney. The only record of the Bridge Bond fund that we were able to find was a certain report submitted by Mr. Griffin showing a balance of 1706.42 on hand, There Is no record that this balance has ever been turned over to his successor or disbursed therfore the amount Is charged to him as unaccount ed for. It will be seen that the account we have prepared against Mr. Griffin's, exhibit "G". (given herewith) Includes the balance of this fund as well as the balances of all other funds shown, which aggregate$12,984.53 as due by him. Exhibit "G" shows that the total cash received by Mr. Griffin amounted to $304,124.12 for the period under revelew and the total disbursements amounted to $291,139.59. leaving a balance as named above as representing what he Is due the county amounting to $12,984.53. The unchecked vouchers, repre- ? senting the outstanding Is shown in schedule No. 6. If Mr. Griffin can show that he paid any of these vouchers we show as outstanding, then he would j have credit for same and the balance we show as unaccounted by him. would i be reduced to that extent.
