vice he gave the contestants and the FRANKLIN TIMES
during our Popular Baby Contest just completed. The
publisher of this paper expresses his appreciation to Mr.
W. F. Shelton, manager of the Louisburg Theatre, for
allowing the presentation of the awards to be made from
the stage of the theatre. Thanks are extended also to
Mayor W. C. Webb, to Judge Hobgood, Postmaster Har
ris and Mr. T. K. Stockard, for their help in the accurate
counting of the votes in the final period of the contest.

Tin- time for a primary and election for Mayor ami
Town Commissioners is fast approaching. The present
Board consists of W. C. Webb, Mayor, and the following
Commissioners: W. J.Cooper, ,J. S. Howell. \V. B. Bar
row, P. H. Allen. Baal Main and C. R. Sykes, who have
given the town very faithful service, and as far as the
TIMES knows, will seek re-election. The TIMES has
heard the following mentioned as candidates for Com
missioner. which are among the town's best business
men and we are sure would make the town good officials:
L. E. Scoggin, Sr., H. C. Taylor, Sr., V. E. Owens, P. W.
Wlieless, Jr., R. \V. Smithwick, M. C. Murphy, -Malcolm
McKinne, Dr. H. H. Johnson, A. W. Person, \\r. N. Pul
ler, Sr., \V. Q. Lancaster, R. C. Beck and F. R. Pleasants.
As yet we have not heard of any one seeking the Mayor's
position.
THE TAX ON CHAIN STORES
The decision of the Court of Common Plea* at Harris
burg, Pennsylvania, that the tax on chain stores levied
by the Legislature of that Commonwealth in is un
?onstitutional and therefore invalid, goes to the heart
of the question of the use of the taxing power.
The Pennsylvania tax was graduated from $1 a year;
oji individual stores to $500 a year on each store in a
chain of 500 or mor uender one ownership. The Chancel
lor pointed out in his decision that within half a block
" of the court house there were four stores operated by dif
ferent chains.
Under the law, one of these stores was taxed $213.77,
another $84.21, a third *136.16
and the fourth about <170. The
taxes were not' based on the vol
ume of business done or the pro
fits earned, but only on the num
ber oPother stores in the state un
der the same ownership.
This, the court held, was not .n
any sense uniform taxation.
The owner of a single store,
though doing $22,000,000 of bus
iness a year, was taxed only one'
dollar, while a chain of 2,000
?tores in the state, doing five times
the business of the single store,
was taxed $954,000.
The argument for and against
chain stores as such has been go
ing on for many years. In sever
al states the women are organis
ing in consumer groups for the
purpose of fighting proposals
which would tend to raise their
cost of living. As practical house
wives they don't care whether the
store they buy from Is owned by
Tom, Dick or Harry; their only
concern is to get> the most for their
housekeeping money. They will
support whichever side convince*
them that it can help reduce their
cost of living.
