Japanese Minister Yoshiakl Miura made the announcement upon leaving a conference with Mexican Foreign Minister Eze quiel Padillu. Tonight the Japanese lega tion staff was reported hurtling Its secret documents. Mevican newspapers said Mexico would adopt conscrip tion. appoint a general staff and reinforce its Pacific coastline defenses immediately. Miura said >ie asked if the move implied a declaration of war and that the foreign min ister said "no." The break came as this sec ond largest Latin American country established a 24-liour naval patrol over her Pacific coast as a guard against possi ble invasion. o Resolutions The Board of Health in session assembled passed the following Resolutions of respect to Supt. \V. R. AllllS. Whereas our departed friend W. R. Mills served this Board faithfully for a number of year* as Secretary and rendered most valuable services to the Board; and whereas his passing Is an irreparable loss to the Health Board and the well being of the entire population of Franklin County, as he was at all times sincerely and genuinely Interested in every phase of work which per tained to the good and welfare of this county and most especially the children; and whereas by hard work, close application to business and devotion to the principles for which he stood ha had attained a high position of trust and honor In our county; NOW THEREFORE, we at member* of the Board of Health wish to extend to his family our slncerest sympathy and our ap preciation to them for what he has meant to us, and to assure them that his influence will con tinue to help and bless mankind and that our children will grow up with his metaory deeply en (hrlned In their hearts and that we will endeavor to help carry on the work he so nobly sponsored and worked for in our county. It Is further resolved that a copy of these resolutions be spread upon the minutes of thl* meeting, a copy sent to his family, a copy to the Board of Education and one to THE FRANKLIN TIMES. The glee club of the Epsom High School will present a Christmas cantata, "Why the Chimes Rang" on Sun day evening. Dec. 14, at 7:J0 o'clock, in the school auditorium. This Is ttie annual Christmas community service which 1* given in the school and all the churches ot the school district will gather for a union service. The cantata is being directed by Mr. W. M.
