News Report From Washington
The Defense Budget i
Co,?t Of The Cold War
A not her Budget Deflclt
Educatlon And Medicare
Washington, D. C., -- Presi
dent John F. Kennedy's new de
fense hudgftt over fifty
billion dollars, having been In
creased by over two billion from
last yeir. Thus the country Is
spending well over half its en
tire Income buying defense.
Of course, Included In this
defense, Is a lot of free enter
prise profit for the munitions
Industry, to use the old term to
cover all defense manufactur1
ers. Some of. the companies
which build our planes and roc
kets and missiles make a very
n4ee thmg ^ut of defense.
President Kennedy Is finding,
like President Dwlght D. Elsen
hower before htm, that resist
ing all the re^tittCdnendatlons
and projects advanced, Is a hard
job. He has Increased the mili
tary t Jget but he has also been
forced to reject many things.
He has rejected the Skybolt
program , he has rejected the
RS-70 bomber, he has refused
to buy the Navy's shipbuilding
program, etc., etc.,
And even doing this, and ask
ing Secretary of Defense Ro
bert MfNamara, to hold down
costs as much as possible,
after obtaining the best defense
possible, he Is spend tng more
? 1
money for defense In the com-;
Ing year than In the year before
several billion more!
The cost of the cold war can
be realized only when one Iqoks
at the fifty percent chunk out of
our national Income defense
rogiitrws, if we c fluid spend ten
bllMons for defense instead of
fifty, taxes^could be slashed
greatly, me could pay off the
..-national debt in twenty year#or
?*Vv n fifteen and we could offer
services without adding new
taxes. .
The report In Washington Is
that Secretary of Health. Edu
cation and Welfare AntHony J.
Velebreeae is optimistic over
chances fof passage of medicare
and federal aid to education in
the new ' sessiorj of Congress.
Medicare was defeated in the
Senate in 1962 and never came
to a vote in the House. In (he
opinion of most observers it
has no chance in this session of
Congress and certainly Con
gress should, and will, reject
It in this session. The present
medical aid program has not
had a fair trial, nor can busi
ness jlTford the new hike in
social security taxes which me
dicare would necessitate, nor is
one allout program, of car ad
vocated justified by the facts on
the elderly needy, of which
there are some, of course.
As for education, the word
from the Administration this
month is that a religious dead
lock appears unbreakable, as
far as aid to secondary (high)
schools is concerned. The word
is that some education might be
voted by Congress (or permitted
to come to a vote by opponents
of aid to public schools) for
college-level education.
Celebreete's views o^u
churches and school aid are oot
vtoo well known. But he is ob
viously whistling a happy tune
only, on medicare. As far as the
educational "compromise" for
colleges only Is concerned, un
til the money voted goes to the
states, to be used as decided
by state legislatures^ with no
strings attached, and until this
public money goes only to pub
lic schools , no bill should be
passed. ?
Most Internal Revenue Service
employees are In collection and
auditing. Other major functions,
