Vauoe did for his state here at home during those perilous times is well enough known, and fully engraven upon the hearts of his people. 1 desire to show what provimc he made for North Carolina soldiers sta tioned in, and passing through Virginia. Early after his first inauguration as governor in the fall of 18G2, he estab lished in Richmond, ' Vs., a depot, a re lief association and a wayside home, for the benefit of his soldiers stationed in Virginia and for the citizens too of North Carolina, who might have busi ness there, ia visiting their friends and relatives in the arm, and especially for the North Carolina sick and wounded in Biohmond and Virginia hospitals. At this wayside home and depot, the North Carolina soldier . was received, aheltered and fed by North Carolina men a great consolation within itself to him ia a foreign land to be at home, to feel at , home, . where he could freely ask aud in kindness reoeive saw informa tion be might desire,, where his goods, boxes, Ao. .could be safely taken care of, transportation procured aud the way pointed out wherein he might want te go. Thousands of her soldiers received these scoommodations; : and her citizens too while passing through Richmond ia search of their army friends, or looking alter their sick and wounded, could always get ansistance, as a register of the North Carolina sick and wounded (es pecially after the battles) was kept and consequently information as to their whereabouts could in most ' cases be given, also a list of ths different regi ments, brigades, Ac, was always at hand and generally their localities known or approximated. - There too, were in store always sup plies for her sick and wounded. Pants; drawers, shirts an 1 socks were distri buted iu great quantities to them; wines, cordials and a!l kinds of liquors f er hos pital purposes were always on hand and promptly distributed among North Carolina hospitals on requisitions of the f urgeous in charge. Large supplies too of bacon and other provision were sent there and used far the relief of her sol diem, her sick and' wounded. Meat of our sittter aouthern stale had depots or associations of some kind; but North Carolina far excelled any of them through the energy and patriotism of her governor. The above is but a slight outline of the work which Governor Vance instituted and kept up to tbe close of tho war, showing how bis great heart went out of his own state looking after the interest of his people abroad as well as at home. ; "Let justico be done to whom justice is due." It has increased their representation so large ly that, with the aid or New York, Conaecticut and California, for Instance, they can control legislation, elect the president, and administer tho govern racnt machine as they may see fit. The far-seeing mea in the south, or those who are esteemed as far-seefcj, declare that ntthing can prevent the south from bavins con trolling voice in the government but the disfranchisement of. tho blacks. And they argue that t hit will : be the next great question which will agitate the country, tho north contending for black disfranchisement ia order to keep the south from running the government. It is plain, very plaiu, that the blacks will be made subservient to the whites ia every southern state, and that, so far from enacting the north to hold the government, this enfranchisement is having precisely the opposite effect, giving the sooth bo large a lumber sf congressmen and electoral votes that this section will virtually hereafter be the ruling power in Washington. mm -!-aajV4aBS" - -hm ""-.; .- ' ' : viboinia. .. ..
