Mr. Blount's bill' to regulate the compensation of postmasters, being H. R. 8J26.7, is one that does not in all of its provisions commend itself to our ries lodgment. It reduces the sala iat about 20 of the most impor- tanfc i offices in. this State; the redac at Wilmington being $100 and tionj fierce dawn to $100 at offices where the compensation is now $1,100. Al together it is a curious bill. Begin ning with; offices whose salaries are now $1,100, it makes an increasing reduction up to those offices whose pay is about $2,700 or $2,800,the maxi mum redaction being $400;and then the! redaction begins to decline untli the. salary of $3,100 is reached.At offi ces where the salary is $3,100 no reduc tion is made, and after that Mr. Blount proposes to increase saiaraes, adding jja-'somelcaseo a 4 much as $l,k)O0T and $1,200 to the present compensation. The compensation at the Raleigh office is now $2,500, and Mij. Blount proposes to reduce it to $2,200. . The bond is in substance $160,000, and the business is over $500,000, the postmaster being an insurer that he is required to make gobd every mistake, error or default of himself or any clerk. In view of the fact that the Govern ment 1b about lo give forty millions of , dollars bonus to bondholders, there does not seem to be any press ing necessity for any such reduction in salaries. ;It seems that this Congress is go iog to change as proposed neither the diy of inauguration of the President from March 4 to April 30, nor the date of the meeting of Congress so as to bring that body together two month! after its election instead of thirteen months, as now. The first proposition was pointedly objected to by. the Republicans because it involved au extension of the term of the President about two months, and the latter was resisted because it in volved changes in the terms of Sena tors asell as Representatives, and, it was thought, would produce con fusion, one member, moreover, mak ing ' the suggestion thftt thirteen months was none too long a time to give newly-elected members to be come familiar with the rules of the House arid the business that would Come .before it. Simply to correct the record I desire to state that I was graduated at college in 1852. not 1850; that on being appointed onga die general I wa1 assigned to Ram seur's, not Ransom's, brigade, anu that on the first "ballot in the conven vention of 1876 I received 123 major ity for the second place on the guber natorial ticket. In consequence of my prominent support of civil service reform, about which measure there are naturally differences of opinion in our ranks, I do not deem it; expedient that my nomination should be urged at this time. With our admirable btate and na tional administrations, and with the unexampled development of our ma terial wealth under Democratic iule, I have too much respect for the vir tue and intelligence of our people, who, I know, hate the welfare of the State at heart, to suppose they are ready to swap the substance for the shadow merely ) through a desire for change. In this connection permit me tp say a word in behalf of two gentlemen who have been prominently mentioned in connection with Our State ticket. In 1875, when the Constitutional Convention met ' which was to take our State from under carpet-bag rule and return it to the control of the white race, theso gentlemen d-d more than any two others to convert our Democratic minority into the control ing element of that body-. But for the co-operation of Dr. Rausom, an Independent Republican, the sad con tinuance of misrule and embezzle ment of public moneys in the East with which our State was then afflicted, might have been indefinitely prolonged. It was mainly through the efiorts of (Jen. Roberts and Maj Avery that the co-operation of Dr. Kansom wa? secured, which gave us the organization of that remarkable body. Nor is this their only claim to our support. Geueial Roberts entered the Confederate army a beardless youth, a private soldier, and by his conspicuous gallantry and control of men at the close of the war wore general's wreath upon his collar. He has made a ver" good Auditor for two terms, which shows his qualifica tions for further sur vices, jle our government is to be conducted on business principles, and not for the gratification of personal ambition, be is entitled to a renomination Judge Avery is now on the Superi or Court bench, where his quahhea tions for th6 higher position has been thoroughly demons rated. He, coo was an admirable soldier, but, being on the staff, his promotion was not so marked.
