The question is as to whether the 160,000 whike men of the State are to submit to the domination Of the 110,000 blacks, The question bs to whether the white man is to,oontinue to rule in this white man's land or is to band the reins of gQTernment over to the negroes, led by such cattle as Doek ery, Derereux A Co.; whether after the in U. use struggle sKnoe the war to regain his own, he is .going to turn over the control of afairsj again to the negroes, is going to return volun tarilT to the "hell-broUi" of Badical- ism, as Senator Vano well calls it We do not think be U going to permit the question td be de cided in the amrmstife, , but we are certain he will unless he registers andTotes himself and sees as far as lies in his power that everybody else interested in good government is seg iatered aud rotes for te nominees of the Democratic, party. The question with Us is undoubt edly as to whether we shall hare the supremacy of the wmte man or tne supremacy of the black. The color line, so called, has been drawn by the necrroes themselves, in submitting to be led by unprincipled white men against the welfare of the State as a whole. Their sentiment as a body was expressed by the ne ffToes at Charlotte when the latter cried out in c!ee in reiponse to the sucrfirestion of negro men work ing white men 'inder them 'That's right! The Sjnod expresses iU bigh appreciation of the valuable services rendered by Dr. Hszen, secretary of tbe General Assembly's committee of Publication, in lemoving the burden pf a heavy debt and placing tbe work on a good finsnoial basis. 'The Synod also expresses its deep interest in the plans which have been projected for the more efficient presentation oft the woik of colportage and heartily com mends the books, pamphlets, papers, etc , of car own Committee of Pub lication. I 2. The Synod most earnestly ufgea the minister! of our Presbyteries to pre -.s upon their people t the claim of publication! and colportage work, and enjoins upon them to give ttetr Con gregations at least an opportunity of contributing ! to the case. It Was further resolved "that the Synod! ap point a committee ; to be knowol as "the Synodical Colportage Commit tee," to cotsist of the sgents of Pub lication of the different Preabytektee, si , -i- ing ana selling to miners, persons whose saloons are known to be haunts bf vice and dens of crime. In inves tigating this abuse we find that the fault is not so much with the law Strange as it msy seem, applicants for license most depraved can gener ally bring witnesses of repute to tes tily to their good- moral character and, in the absence rf rebutting testi mony the commissioners must : ac cept the evidence and grant the li cense. Now it needs no words from us to show bow dimcult it is for us to present rebutting testimony when the applicants for license are unknown until the time when lioense is to be granted. As the law now stands the commissioners are practically re stricted to ex parte testimony." It will be seen from the report: of the Committee that the effort is ap proved of by the Synod, but as a body, a couit of the Church of Christ, tbe Synodref uses to memorialize the Leg islature. This' is in keeping with the record of the Southern Presbyterian church in regard to the relation of ohurch and State. Report on Foreign Missions was nreaented bv Svnod s Agent. Rev. W S. 0. Brysn.
