Fkiiuv, Sutkkk 2 1910. Ex President Roosevelt is mak ing tour of everHl of the western states and meeting and shaking hands with many of his old Rough rider frieuds. He is greeted by large crowds at every stop and his speeches are received with great en thusiasm. He is particularly se vere in denouncing corrupt politi cal methods and condemns such, especially in his own party. He is rather addressing himself to much needed reforms in these things and all good citizens will wish him well in his efforts. He is having a great time and seems to have retained all his old time popularity in that part of the country. It is announced on good authori ty that Richard A. Ballinger, Sec retary of Interior in President Taft's Cabinet has tendered his resignation aud is to retire. This is well, for the moment the serious charges of corruptiou made by Collier's Weekly against him be came public he became an incubus and hindrance to the administra tion. The investigating committee will very likely "whitewash" him by its report, but there is a tixed and settled conviction in the minds of most people who have followed the charges and investigation that . Rallinger is not altogether what a man in his position should be and much surprise is felt that he has been so long retained in the cabi net. There is a very lame place in the lews of our state, or the Magis trates of the state fail to do their ddty, when the docket of the ttu perior Court is allowed to lecome crowded with petty offenses, such as crap shooting and little affrays and disturbances of the peace. Any fair min-ded, discreet man can take jurisdiction and dispose of all such minor matters and if the Justices will just do their duty in this re spect much of the expensive time of the higher courts will be saved. If the Justices of the peace have not jurisdiction in these minor of fenses, then the laws should be amended, extending their juris diction. The majority of these of fenses do not amount to much, yet they occupy the time of entire court and entail heavy expenses on the people. The farmer who owns a farm is the particular person who is fixed. Banks may fail and factories close, workmen strike and mines suspend merchants fail and towns burn, times may be panicky and even crops may be short but the farmer who owns his acres will get along. In the present coudltion of the de velopment of road building the best known type of construction In tbe gravel road country would be the plac ing of a crushed stone top layer on the road, leaving tbe old gravel to provide the bottom course. The old road should be graded to conform to the de sired cross section for the new road. Mudholes should be cleaned out and filled with gravel. The surface should be rolled and watered to produce a solid foundation. The macadam top course can be water bound or have a bituminous binder If the necessary funds for auch construction are avail able. Throughout the central and north western parts of the state, occupying between one-third and one-half of Its area, llmestoDe furnishes the moat easily obtained road building material, and In this region the best type of road Is tho two course water bound macadam. If satisfactory methods of dust prevention are developed this con traction will continue to be extensive ly used.
