The original bill provided that tbe collection of arrears ot taxes for the years 1869, 1870, 1871, and 1872 be extended to the 1st of January, 1874 The amendments of the committee n eluded the striking out of the year 1868; the provision that no tax payer who can swear that he has;paid pr believes that he has paid the taxes claimed, shall be required to pay the alleged arrears, and that ete,cutors and administrators shall not be required to pay, arrearages.
