There is not within the borders of our State, a single enterprise asking confi dence, and credit from abroad, that if not met with tbe objection that it has its location in a Bute disregarding its most solemn obligations. As an illus tratioe, New Hanover county and tb city of Wilmington, with six millions oi dollars assessed valuation for taxa tion, whose total combined debt amounted to $600,000, could only rais money at a cost of eighteen to twenty four per centum per annum.
