000 of Stats bonds, baring fifty years to

terest. The Interest on $15,000,600 at
4 per cent. Is $'500,000, the flrst year.

In spite of tbe assertions To tbe con
trary, we believe tbe people of North
0rolina are able to pay tbe additional
tax required. As a fioaccial question
it is a cbesp way to get nd of the blast
ing, withering effects ot dishonor. We
art' suffering note to the extent f millions
ef dollars anuually because- of this unad
jutted debt. Every county, every city
and town, etery individual is the loser.
There is not within the borders of our
State, a single enterprise asking confi
dence, and credit from abroad, that if
not met with tbe objection that it has
its location in a Bute disregarding its
most solemn obligations. As an illus
tratioe, New Hanover county and tb
city of Wilmington, with six millions
oi dollars assessed valuation for taxa
tion, whose total combined debt
amounted to $600,000, could only rais
money at a cost of eighteen to twenty
four per centum per annum. Neithei
of toese corporations ever hav
ing defaulted in tbe payment if
their semi-annual interest. We are in
formed that at one time negotiatioi s
were made with parties in New Yoik
for a city loan a a saving, over the mte
of bonds, ot $25,000 to tbe City Treas

As objection urged . against Gov
Cldweil's plan, is that he asks exemp
tion from taxation for these bonds. It
may be unconstitutional; in order t
Overcome the objection we suggest tbat
the rate of in erest be increased by one
per centum per annum aod the tax per
cat t tea. Tbe additional interest wil
cover the tax.
Another objection is, tbat it place
tbe power to arrange tbe debt is tbe
Governor's bands. The bill to restore
the 8 ate credit, is in tbe hands of the
General Assembly. Tbat body will dr
cide upon whom to roi fer tbe powr
suggested by tbe Governor' J7r0 formn
bill. Knowing tbe Governor, no we di ,
we fef safe in saying be will not ak
any extraordinary power. In any ad
justment ot tbe debt ene or two or fire
individuals, perhaps,, would do th
work. Who so competent as tbe trusted
recipient ot 96.000 votes of tbe citizens
of tbe State t If any man can bring
aught against tbe honesty and integrity
ot our Governor and State Treasurer.

lag the interest on twelve millions to te
provided for by tax&tioo.

counties and cities pay their debts by
taxation, north Carolina win report to
the same means, as she baa heretofore
done, to psy ber debt. We say again,
she can bear the tax. It ought to be
th oride of out citizens to do it We
may land our sell, climate, sunshine,
lands and advantsgea, but it will fall
opon unlistening ears. -We may talk of
onr stupendous debt, aod call on Her-
coles to help as. bat until we go to work
to arrange it and, py what we can, we

Additional particulars of the terri
ble marine disaster off Dangeness light
house have been received. The North
fleet was lying at anchor at the same
timeHbe collision occurred. Her cargo
consisted of railway iron. Three hun
dred and twenty one persons were
drowned, including. the captain of the
ill fated vessel. The name of tb
steamer which ran into the ship has not
yet been ascertained, but she is believed
to have been a Spanish vessel bound
from Antwerp. The Board of Trade of
London has offered a reward of one
hundred pounds lor her discovery.
Twelve other persons have been saved
from the emigrant ship Nortnfleet,
which makes ninety-seven flives known
to have been saved. The Lloyds have
telegraphed to their agents at all the
Sutbrn States to stop, if possible, the
steamer which ran the Nortl fleet down.

opinion or that body.
A bill will be reported to the Senate
trom the committee on commerce, pro
viding for the payment ol Seamen's
wages in gold when they are paid off in
foreign countries. It bas long been tbe
practice to impose upon sailors in thi

bill is to correct abuse.
