Tuksdat, Jan'y 28, 1873. I he benate was called to order at 11 o clock, Lieutenant Gortrnor Brogden in me cnair. Ibe Journal ot yesterday was read ana approved. Message Received rrom the House of Representatives transmitting several bills, which -wer- appropriately referred, and a resolution anthorizing the General Assembly to send for persons and papers m the mat tor of the impeachment of Solicitor Henry, which was, on motion of Mr MerrimoB, laid on the table. The hour having arrived for the Ppe cial Order, which wat the consideration of the Amnesty and Pardrtn Bill, a long debate ensued, in which Mr Harris, of Wake, replied to Mr Scott in defence of the charges made by Senators against bis own color and their connection with the Union League. He caused to be read the oath ot tha Invisible Empire, and also the League oath. His epeech was in defense of the orders of bis party with a concluding exhortation to tha opposition to rraain firm in thsir pur pose to vote against the bill. Mr Seymour was glad to tee the spirit thai, bad been exhibited by the Conser vative members on this floor since tne discussion of this bill, and while be re gretted to see the harmony disturbed that has characterized the session of the Senate, yet it becomes a necessity now. He regarded the bilj, as it was, an insult to the members of the Union Leagues, Heroes of America, &c, in associating tbem with the various Ku Klax organ i ztions, .and sent an amendment to the Clerk's desk proposing to strike out the names above mentioned from the bill. Mr Seymour proceeded at som$ length in support of his amendment, in which he charged sixteen octavo, volumes ot crime on the Ku Ktux, &c, and said that the Conservative party could pass tuis bill, but t responsibility would be on their shoulder. He did not wish to be undcretood as making a charge on uny member of the Senate, but against the party. More heavy shots irom tne Democrat- ic t.ae, iavoiing uje dju, wovd me question ot Dostponeraent came up. which caused considerable discussion and several votes, which failed. Mr Ellis, of Catawba, offered the tol lowing amendment; . "That thi9 act shall not apply to those who may be guilty ot murder by actual participation, or by advocating the same, unless such murder was commit ted in retaliation for the crime of mur der, rape or areoo." Iu favoring his amendment, Mr Eliis giid he was unwilling to vote on the passage of the bill ia its present shape. He had seriously considered it in all its phases, and must say that it had caused him deep concern. He reprtssnted the largest democratic majority of any Sen tar on the floor, and that constituency he must and would respect. He would not vote for pardon to the murderers 1 Honneycut and the Foscue family. He hoped his amendment would pass, if so, he would vote tor ihe bill. Pending the vote on the amendment, the Senate adjourned. HOUSE OF REPRESENTATIVES. Pursuant to adjournment, Mr Speak er Robinson called the House to order at 10,, m. By Mi Turner, a resolution in regard to internal approvements. Referred. By Mr Abb a to compel awn ers of stock to v. tne 8ame. By Mr Loyd, concerning the inspec;ion of tar iu jeV Hanover county. Referred. By Mr Dickey, a bill eclatory of chapter 181, laws 1871-72. T?feirtd. By Mr Bryson, ot Jackson, a uij lo amend the act relative to privy exani . nations "of married women. Reterred. By Mr. Shaw, a bill to establish the sale of spirituous liquors in Carthage. Referred. , By Mr Gray, a bill to prevent the sale of liquor in certain townships of Daie fntmiv. Referred. ITnnss resolution authoring the Ju ,io Mmmittpe tose-1 Ior Persons i ,i0(;rp tn ie impeachment and papers relative to ,.. t. W -V rr wicitor of the 12th nr it. ni iicui t . i House resolnon requesting North Carolina Rprentatives in Congress to se their infueoce to nave toe tax on liquor snd the bonds of distillers and tobacco dealers reduced, was taken up and jo motion, laid on the table. Fduso bill to pr t?ct tbe agricultural inerests of tbe State, was read. The substitute recommended bj the tnAininT committe. Was read. J A long debate ensued during which Mr Brown, or Davidson, moved to in definitely postpoee, which motion was voted down, but the bill failed to pass its second reading. The resolution to remove the disabil ities of WW Holdei, next came up. Mr Houston aeed to indefinitely postpone tbe resolution. A long debate followed and many speeches were made, among which was Mr Morriein's. which is pgyiibed in full in the We give i55& f the concluding portion to show the an imus ot the whole. He said : There is no act of tbe 8tate of North Carolina ot which her sons should feel more proud than of the impeachment oi liov. Holden i say it not as a parti san, but as a citizen, a lover of the sa crwi principles of magn eharta and habeas corpus. It is time our people ntve won glorious laurels on every field where intellect, wisd- m and valor can avail. Go. E. Badger and Naihanel Macon could have 'Mtb honor worn the statesman's trga in any age or land.- The genius of Leonard Henderson and Thomas Ruffio would have done credit to tbe wooltack of England ; and in the late civil-w ar our soldiers, lead hy Brnnch, Pender, Pttigrew and my own c untj's cbiva!ru8 Dodson Ramseur. worked oot for themselves a name and a'fame in history to bv honored 'a long as virtue and courage have a place iu he hearts ot men. But when the rep 'eentatives of the people assembled in 1370, and undaunted by threats of "fed eral bayonets, determined to punish a Governor who had trampled every prin ciple of; Republican freedom under his ieet, in my opinion, they added lustre to every other page of our history, and proved that they were not unworthy tons and grandsons of tbe heroes of 1776. Pass this resolution and you ttultily their action completely, and you render barren of truit one of the greatest vic tories ever gained by popular rights over the encroachments oi Executive tyranny. Mr Badgtr argued at length in favor of the resolution, but there is no report of his speech published. After considerable debate, the ques tion on Mr Houston's motion to indefi nitely postpone, was put and carried in the affiraintive by the following vote: Teas Messis Anderson, ot Davie, Anderson, of Clay, Ball&rd, Bennett, Blackwell, Brown, ot Mecklenburg, Bryson, of Jackson, Bryson, of Swaiu, Bryan, ofrmpson, Bryan, of Allegha ny, BulIardV Byrd, Carter, Craige, Dickey, Freeman, Gant, Gilmer, Grady, Gudger, Haynes, Hinnant, Houston.
