Owing to a dispute oyer the returns from the First Ward, tbballot8 were all re-counted yesterday, as noticed in the Post. According to the last count a great change is made in the results as previously announced. By it Mr. I. B. Grainger is thrown out and Mr. Fish blate put in, as is also Mr. Wilson. The following are the candidates ehcted under the latter report: W. P. Cana dayf L. E. Rice, James Wilson, Henry Brewington, Hiram Hankins, Wm. H. Banks, Jacob Wis, Roger Moore, Alrich Adrian and S. II. Fishblate. The latter three are Democrats. Whether this present phase of the situation is a final ity, of course we cannot say, but we hope the Board will go to work as speedily as possible in the interests of the city. We promise them the hearty co-operation of the Post in every move looking toward the prosperity of the city and its inhabitants. There are men of ability on this new Board, who should be of great benefit to the people, and we hope to see an unprecedented vear of prosperity under their adminis tration. EDITOR T A Ti BUDGET. The Presbytery of New York are engaged in the discussion of a project of a Ministerial Life Insurance Company on the plan of the Mutual Aid Associa tion. The sale of stocks hypothecated by Talntor, cashier of the Atlantic Nation- al Bank, was forbidden, and the trans ler stopped. The stocks are the prop erty of Samuel E. Williamson, trustee. WASHINGTON NOTES. The Secretary of the Navy will issue proposals in a week or so for furnishing the different navy yards with copper and other metaJ. The proposals for the new sloops of war, have at last been arranged so as to comply with tb requirements of the law, and their issue can be looked for this week. - Second Assistant Engineer II. C. Hen shaw, of the revenue marine service, is transfered from the revenue steamer Hamilton, at Boston, to the Fesscnden at Detroit, Mich. The receipts of internal revenue for Monday amounted to $1,270,000. It is estimated now that these receipts for the remainder of the month will aver age a halt a million dollars per (ay. Fenator Sumner's back pay has been received by Treasurer Spinner. Twenty seven Senators and Representatives have thus tar turned their back pay into the Treasury, amounting in all to $111, 222 97. The postal treaty between Belgium and the United States is all perfected, and will be signed by the President upon his return, after the Belgian Mint ister and the Postmaster General affix their names to the document. The Department of State has received information of the removal of O'Kelley to Havana, that his case is deemed less serious than was anticipated, and that all proper facilities will be extended to him. ' The fir6t tax to be assessed under the new internal revenue law requiring as sessments to be made by the Bureau here will be the deficiency tar upon distillers who have not worked their distilleries up to within eighty per cent, of their working capacity. This tax will be collected during the present month. A package of circulars, the circulars having an address thereon, may be mailed to one address at the rate of one cent for each two ounces or lraction thereof, to be prepaid by postage stamps; but when directed to a postmas ter for distribution through the boxes in his office said postmaster should be furnished with postage to prepay a drop rate on each circular. A new division will be created in the Internal Revenue Bureau called the Assessment Division." The duties of the division will be those heretofore performed by internal revenue assessors under the old law. Collectors are to forward to this division all the facts for assessing special taxes, and an order issued to the respective collectors throughout the country to collect the same.
