(fwntno Post. WILMINGTON, N. C. Wednesday, May 14th, 1873. The Raleigh Nevt publishes our re- mirks in relation to the Confederate Memorial ceremonies, and say : " When such sentiments as abore cx -pressed shall prevail in the hearts of the Northern people, the day ot trae recon ciliation and mutual good feeling be tween the latelj dissevered sections will have dawned upon the land." It is said there are always two sides to a question, and so here we think that a little more ot human kindness in the .hearts of the Southerners toward their Northern brethren would go tar toward bringing about the good feeling we all desire to see. There arc fanatics every where. There are maDy blatant men. North as well as South, who are new talking blood and vengeance, who fail ed to respond when their respective sections needed their services in the army. The present patriotic (?) loqua city of these gentry does more to foster and keep alive the sectional coldness existing than all else. We think our cotemporary is in error as to the state of public feeling in the North. We have failed to discover hatred of the Southern people, as a people ; and a great portion of the bitterness complained of has been caused by the press of the South, which has said many tot words against those reared in the North. We are pleased to seo the present milder tone of the lead ing papers of the State, and believe It will be productive of good. A kind article in relation to the Federal Memo rial, in the Journal of this city last year, did more to allay sectional contention than a year's abuse of Northern men, or unkind criticism. We believe that the only thing needed to make this country again prosperous and united, is a better acquaintance between the two sections. With this a new era would dawn upon us, and we are willing to do all in our power to further so desirable an end. Bar and Hirer Improvements. Wilmington, N. C, May 12, 1873. Col. Wm. L. DeRossel. President of Chamber of Commerce : Sir : On Friday, the 9th instant, we made a visit to the public works for the improvement of our Harbor, on board the tug James T. Easton, Capt. Leary, Captain Phillips, Assistant engineer in charge oi the works, being on board. Owing to the heavy tow of loaded lighters down, and of empty ones up, the full tides both ways was required to facilitate operations, consequently no time was left us for anything like an extended or thorough inspection of the beach and its surroundings. We were, therefore, confined to an examination of the breakwater only, and its immediate surroundings. Since our last visit, on the 27th of February, (reported on the 13th March,) comprising a period of ten weeks, there has been about 530 feet of foundation cribs placed in position, which aggre gates about forty tour hundred feet (4,400) to its final terminus at the old jettee of rocks in front of Zeke's Island. Of this 4,400 feet, about 2,600 feet only are what we call completely finished by covering with plans:. Work is rapidly progressing on the remaining l,S0O feet. a considerable portion of which is at full height above high water, and the balance in sections of five, three and two feet above low water, with a fair pros pect (without unforeseen disaster) of making a full and final completion of the breakwater within the fiscal year ending the last ot June. The beach and shoals in front are closing in upon the work in the most approved manner; in fact, we could hardly direct it better, even if we had the power of doing so. Zeke's Island is extending its borders in every direction, even to invading the main inlet on its north side, meanwhile stretching its arms westward into the harbor, and eastward into the ocean, curving southward, apparently court ing alliance with the beach south. Everything connected with the work in hand, wears an encouraging aspect. One of the most satisfactory features connected with the prosecution of this work, and to your committee the most unaccountable, is, that as the break water progresses, contracting the gene ral opening, that Federal Point don't wash entirely off, instead of an almost imperceptible wear, and that the reef or shoal from its point southwestward into the harbor, is not entirely swept away by the ebb tides, but continues to grow, for we are informed that there is less water upon it now than there was a year ago, when last examined by the Coast Survey party. And again, that Zeke's Island is grow ing so rapidly, instead of being swept away with its surroundings, as any rea sonable mind might suppose. Without a knowledge of the laws of nature, which governs such matters, it it appears one of its mysterious freaks. Respectfully submitted, for the Committee, H. Nctt, Chairman. The Egineering and Mining Journal has an interesting article on the loss ot coal in breakmc it. At present one- half is wasted to obtain the other half, asd though some plans nave been pro posed whereby this crumbled coal may be utilized, the real remedy, it justly says, lies in having, the coal broken at the dace where it is confOned. thus doing away with the "fancy brands."
