WILMINGTONi N. C. Thursday, October 2d, 1873. In another column appears the call of Major Engelhard, President of the North Carolina Press Association, for the Committees to meet at Raleigh on Thursday of the State Fair week. We hope every member of the various com mittees mentioned will be on hand, that the work may be accomplished at that time. The terrible strains made by our Democratic brethren to turn even the miseries of mankind to their advantage, is well known. Advantage is taken of the slightest incident that can possibly be tortured into a slur upon the admin istration or the Republican party. We print herewith an illustration of this peculiar characteristic of our opponents. The Richmond Dispatch said : Henry Clews, as an eminent financier, distrusted the practical qualities of Ho race Greeley, and opposed his election to the Presidency on . ithe ground that his election would bring upon the coun try a financial convulsion. It is a sharp comment upon the prophecy, keenly appreciated by "Poor Henry," that the convulsion was not avoided by the defeat of Greeley. To which the Raleigh Neics adds : Very true. It is known that many capitalists, who were professedly oppo sed to Radicalism, favored Grant's elec tion because they were afraid of Mr. Greeley's financial views. They con tended that the moneyed interests of the country demanded the re-election of President Grant. Well, Grant was elected, and what has been the result ? The very consequences that the bond holders feared might be brought about by a change of administration, have been realized in less than twelve months under the man of their choice. An unforeseen and almost unaccount able panic sweeps over the land, not anticipated by the most intelligent financier in the country, and the Presi dent is blamed I Already the News has forgotten that the President relieved the strain by directing the purchase of Home fourteen million dollars worth of bonds, thus placing that amount of mo tley at once in circulation among the ' people. The News does not remember that the President directs the interest falling due in November to be paid, 'now to further relieve the pressure. The News does not seem to compreheTid that this action was the salratiori of the country, and that the ease in the mar ket to-day is the retHslt of Ms sagacity, and that while performing this immense good for the country, he mves $750,000 a year in interest for the government ; and even the New York Tribune admits that " the determination, to anticipate the November interest is a step of a wiser nature, for which we give the President hearty thanks." Now, has not the President done eve rything that the law permitted him to do, for the relief of the people ? This, we.thiuk, the News will admit. Could Mr. Greeley have done more? It is well known by most intelligent men that Mr. Greeley, while an honest, consciencious mau, was a man of hobbies and imprac ticable isms. We shudder to think of the fate of this country had he been at the head of affairs at the late trying hour. Vacillating and impracticable, ruination, in our opinion, would have been the result. This is, of necessity, mere conjecture, but he snowed this trait in his character so often during his lifetime, that it is but fair to rcfrr to it now. It is utterly absurd to charge Presi dent Grant with being the cause of the panic, and any thinking man will agree with us. We arc of the opinion that the News, instead of trying to make a little political capital out of the disas ter, should come right up like a little man and thank the President for his skill in finances, and his firmness in refusing to further the schemes of spec ulators, who swarm about him as flies congregate about a grain of sugar, who wanted to turn his opinions into money. As in nil other emergencies, President Grant has shown himself equal to it, and the country should thank him for his wisdom. An adjourned meeting of the Pro vidence banks received aud adopted the report of the committee recommending ft liberal policy on the part of the banks toward each other and their customers ; that each bank should request its de positors to draw checks payable through the clearing-house ; that deposits made in the banks in currency be paid out to Much depositors in currency, and that deposits made in certified checks be paid jn kind, To the North Carolina PreS3 ' At the late meeting of the North, Carolina Press Z Associatiokr at ! In order that there may be consultation among the mem bers of the Committee, those who com? pose them are hereby requested to meet at Raleigh, Thursday, October 16, 1S73. Xhe Committees are as follows : On Legal Advertisements T. D. Cam eron, P. F. Duffy, and J. C. Mann. u On State Agricultural Interests and Immigration Sam'l T. Williams, Sam'l T. Carrow, and W. J. Yates. In view of the further fact that it is proposed to hold a National Press As sociation in St. Louis, November 26th, 1873, and it may be deemed best for the North Carolina Press Association tp,Q represented in that body, as well .as to look after the interests of our own As-' sociation, the Executive Committee,, composed as follows, Jordan $tone, jA E. T. Manning, Geo. W. Nason, Jr., R. W. Furman and J. B. Press Association. EDITORIAL BUDGET. There have been a number of new cases of cholera on a ship which arrived at Liverpool Monday. The vessel has been placed in close quarantine. There were a number of accidents t)n the British railways Tuesday, and several persons were killed and injured. The most serious accident was to a Scotch express train. The most responsible merchants of Memphis have subscribed and paid in $32,000 to the First National bank, TChieh will enable it to pay all its lia Wlitiies and resume business at! once. The manufacturers of Harrisburjr, Pa, have adopted a resolution approv ing the action of the banks in prevent ing a drain of currency, as conducive to their best interests, us well as of the public at large. The directors of the Union Na tional Bank of Chicago, after paying out atiout $200,000, h.uve decided to go into iquidation. The officers state that thej assets are abundantly sufficient to pry all liabilities in full. ; The Bank of Commerce of liicli- mond, Va., has been organized by Isaacs, Taylor and Williams, private bankers, who suspended last week. The full amount of capital has been subscribed, and the bank ivill commence business at once. Thomas Hughes gave a lecture at Marlborough College Monday night on America. He advised all who intended, to emigrate to go to Canada or the Uni ted States. He spoke highly of the de velopment of the British province- in North America. The tf"ity council of Chicago have ' passed an ordinance autnonzmg me, issue in treasury scrip, with which to pay the current expenses of the city during the lock-up of currency. There is much difference of ornirion among business men as to the expediency; of the issue. ! j.:, In. Charleston, S. C, Tuesday there was an improved feeling in money- cir cles. The national banks and the Union, bank paid currency as usual, and de posits continue larger than the disburse ments, and three-fourths of the cotton sales were for greenbacks instead of ex clusively for exchange, as had been since the crisis. The "Washington: Republican pub lishos the following : "To prevent the locking up of large saims of currency for speculative purposes in the future, and to afford greater elasticity to the currency of the country when a greater volume is needed for the moving of the crope or other emergency, either spas modic or periodical, a prominent finan cier of Washington has suggested that Congress might authorize the issiie of one hundred million legal tenders, bear ing a specific mark, which should be distributed among the assistant treasu rers of the principal money centres, with power to loan them upon Govern ment bonds at eight per cent per an num interest. It is argued that a posi tive "knowledge of this certain means of relief from a lock-np would operate as a sure preventive. Also, a scarcity of money for bringing forward crops would find temporary relief in' the .ame man- ner. The pressure over the legal ten ders would at once naturally Teturn to the Government depository in order to stop the heavy interest, which being twoor three per cent, more than that re ceived upon the securities would act as that amount of premium in favax of their early return.
