Wednesday, October a, 183 A By the Pres The a vnnr hnnrrs with it tnc occasion lor re- I J . .. ... -i v , -, i home and peace with other nations have prevailed, frugal industry Hregain- ing its meritea recognition ana ni,,- , 1 IvU lCHtVIU.1. Gradually, but, under the rovidei)ce of. God, surely, as we trust, the nation is recovering from the lingering re-raits of a dreadful civil strife. For these and all the othor mercies vouchsafed, it becomes us as a people to return heartfelt and grateful: ac knowledgmentsr and with our thanks giving for blessings we'may unite pray ers for the cessation of . local aud. tem porary sufferings.' iJ ' 1 I, therefore, recotnmend that on Thurs day, the twenty-seventh day of Novem ber next, the "people meot in their re spective places of worship, to make their acknowledgments to Almighty God for His bounties and His protection, and to offer to Him prayers for their continu ance. , In witness whereof I have hereunto set my hand and caused the seal of the United States to be affixed. j Done at the city of 'Washington this 14th day of October, in the year of our Lord one thousand eight hundred and seventy-three, and h.H, of the independence of the U nited States the ninety -seventh. U. S. Git A NT, By the President : Hamilton Fish, , ;(, , . . Secretary of btate. -1 - i -Taxation. The subject of taxation in this'i'DHoi.tf Is calculated to produce some reflections Upon the system in vogue in the entire State, Without noticing the ; emhtini now being adjudicated by the Commis sioners, save to introduce what we have to say in the matter, we will W e .it where it appropriately belongs. The entire system of properly ap 'praiaement for taxable purposed sIijh been for many years, and U now, radi cally defective. It would be amusing, Were it not painful, to observe hov;nan- killd in the aggregate arc the victiin&af their own delusions. In manv comities it is found that nrouertv of the Mmo 1 j.---i . - aescription as property in anptuer,,n.4.3 a very different value. .Horses, for Tix- at eighty dollars, while m a countyifefivj joining they may be valued at forty , or, fifty. Other stock are subject: to, ami in fact have, such a variety iifthd etF-J mation of value, by those who are com missioned to appraise them. . When, however, the real proicrty of the turns say eight thousand acrcsf one- eighth in a high state of improved cul tivation, is valued at fifteen thousand dollars. Take an equal quantity of hind of the same productive capacity in New Hanover or Duplin, or some otlercoiii ty adjacent to Onslow, and it is more than probable that its value will he found to be estimated at thirty or forty thousand dollars. It is easy to see which county hay approached the truth in the assessment where such striking differences exists but where is the remedy? ifcsjta cyo tainly unjust for one county to pay haif the tax to the State that another eoiin? ty does, upon the same amount of pro perty. Yet this is precisely w hat to be ing done, and will continue to be dono. so long as there is nobody invested with power to adjust the assessments of sim ilar property to a similar value through out the State. While the Democrats in the Legisla ture were tinkering with the Constitu tion, for the purpose of trerjgthefiifcg their declining power, they might have done something which would have re sulted in practical benefit to tire State, Had they considered some proper method of arriving at the true value of property, especially of real estate,, they might have suppressed the improper manner in which many assessors do their duty. We earnestly - caR upon Ke'publi caus in the Legislature to devise -proper means to bring assessors to a correct sense of their rluty. ilie salmalotM assessments of property'in omc coju tics are disgraceful to? htfniair nature and if men will not faithfully pcrforji the "functions of the offices to wlficl they arc elected, some stricter wtctl should be found to 'force thorn !h Uie right path. !
