Many members doubtless will go to Raleigh with their little and great plans to help the State Jfn the present emergency. AVc hope that one or mote will be well digested, audbe of a nature to sensibly relieve the people of some of the burdens under which they stagger, In the first place it is exceedingly desirable that subjects which are not of prime consideration be kept of view, at least until something is actually done which will lighten the pressure for the present, ana, 11 posioie, -loivwimuirc. The real difficulty, however, was in the words "good order and Tevair.'i These words, he said, meant uch a reasonable con dition of fitness as belongs i to- houses ot tne age, cia, ana tynininoivagpoa repair for one might not be for another. It was - not' necessary, that an outgoing tenant should repaint a ntl freiif urvftjfa only keep the paint and paper in such condition as is consistent with the use ; not allow the house to be defaced : use it w ith proper aud reasonable care: :ml deliver it up as it may bo loft after such care. The Judge remarked that there was no custom or rule of law by which an outgoing tenant was obliged to ro paper, unless under a distinct aud wlf de fined agreement to that effect. On hc other hand, iiui i no implication that the tenant shall keep the premises as received. The obligation to keep in good onler and repair does not mean to keep thc house in thc condition, in which it is received, but in a condition that is reasonable. Nrtr York Time-".
