In one of the Middle States on- hist Wednesday, four hank rohhers were publicly whipped in accordance with the judgment of a court. The report says that a crowd of about two thousand persons were present, who were much disappointed became the lsh was too lightly laid on. Nevertheless they found some satisfaction in jeering the victims, wh6 were much mortified there at. While offender.; should be punished both as a matter of justice to them selves, and as an example to others, de gradation should not accompany pun ishment except in cases where the crim inals occupy ofiieial position. Dela ware has no reason to be proud of the event which came off at New Castle on the 10th, and the sooner she abolishes the whipping post, the better for the reputation of her jurisprudence and civilization. It is undeniable that such a consummation is much to be wished. The civilized world knows that any government which is adminis tcrcd by civil authority would be prefer able to the military force which now and for a lng time past has controlled the Island. There ought not to be a "person in this country so ignorant as not to know that the time for a final deter mination has come. The issue is fairly before Congress, and to ignore it would be to disappoint the hopes of every friend of humanity on earth.
