Ijc f ucntno Post. WrLMINGTOJf. N. C Thursday, March 19th, 1874. A White Mans vxujaaiv-- Ii'" ThwisawhitcmanVgovcrDmentand must be administered by white men, b ",loma made familiar to every .Amen- can by frequent repetition during the payean. Its meaning is that the hite race alone is entitleVl to the rriv- ile-cs of government, and that any other r.-u are interlopers and have no rights , ,-h nrf "mciouslv accorded tO tliem. llie. Mat.w.tuvu.. of the Africans, and the Indians wlio are within the. limits ot the umtea .States must, according to this opjnion, exist by Mtflerante only having no righls which the Caucasian recognize. A slight inquiry into the relations which two at least, of the tabooed races sustain to the whites in regard to the presence here, may be useful in forming a conclusion upon t,he subject. The In dians can say that theirs was the right here if priori? of .occupation is a test Occupancy in law, under certain condi tions does give a title, and these condi tions do not interpose between their claim and the whites. But the negro race cannot sctjup a priority of right in the soil. Many years before their feet trod this country the whites had plant ed the germ of a mighty empire. Did the other race then come as an invad ing host armed and prepared for a des- nnrf'im lmnn the neaccful in- HULllV "1 . habitants whom it might find ? Was it in seeking new fields of conquest that the swart sons of Africa first landed up on the shores of America ? No, but by the greed, and tyranny, and oppression which mpclcd the whites to snatch from his house across a thousand leagues of water, the weak and unrcsist ingchildren of Ham, and consign them and their posterity to a- slave's life. It was to carry out the theory of a white man's go7ernment and absolute domin ion over the rest of : mankind, that the negro race became denizens of America. The progressive snirit-of. the age at length decreed that American slavery should cease. To the question of the future political status of the emanci pated race, the best intellects of near forty millions of people were applied. The solution was reached by making them citizens and giving them the bal lot. Some considerations of expediency and a temporary balance to the cle ment hostile to the government were involved in the settlement ; but the best and wisest of those statcmcn who were engaged in the subject, put the right of the negroes to participate in the government to which they owed al- legiance, upon tne gruiuni mat I-' tion of the coiumuuijy could be de prived of it without being at the mercy of those who did. The corollary of citizenship in a lie public i, to vote and to hold office. - Although governments have been :i ' jriinwtercd under the names of Repub lic in which a part of the citizens were debarred from a voice in - public affairs, yet they were practically oligarchy., and in them the crudest tyranny was practiced against the unprotected classes. But it is admitted by th'ose" ulio as aTonc are entitled sert that white men to administer the rovcrninedt. that all citizens arc by right included in -the nriviWe' This denies the right of cit izenship to the other races. rn-oMirvillv the case with the Thii is Chinese and Indians, the former by a j.roscrip tive law, and the latter by their own choice. The negro, they say, is dis qualified by his ignorance from per forming these exalted duties which at tach to a citizen, and they submit under protest to the law which lately made him one. If those who are iguorant arc to be excluded from the possession of the ballot then the line'will not been drwn . by races. True, law lor many genera- tions scquestcd knowledge from the Xcgro. But many whites are also dis: qValincd if education is the tot. And wbAii this ifnoraece is the child of prejudice theu its possession" is far more blamtble. and is much more deserving of punishment, than when it is the re suit of law The colored people have slruffrled lr knowlcil-rc since their mjncipatioi with as much zeal as did tho. vrhita rare which inhabited the touth before the war, and are surely ac quiring it. It is scarcsly wortU while to go into thc subject of how milch a portion of the community which V disarmed o the ballot, suffers at the handa of .those who possess it. Experience nas nueu wha it endures, in letters jof Dlood which cannot soon be erased. j Bapine and murder became in a measure legal ized, during the dismal period which elapsed between the reconstruction fias co of President Johnson and the recon struction of Congress. The condition of the negroes in the several districts where the soldiers of the United States could not be near was infinitely worse o than when , the white men naa a pro perty m-tnem. j I j : ' The talk of a white man's- govern ment ought not to mislead? anyone. That the negro race, not more than ten iuv , . the country is absurfity patent to au Their number no sufficiently large even to be a faction But be their numbers many or few, they are br an inalienable right entitled to ; freedom and protection by the lawjand the only method ever devised fewis- dom of man to secure these blessings is the ballot. "FifWn VPra nrrn thfi n n-a t tinr, charles sumner was dead would have been received with something like ; re joicing by the people of the South. Ten vears aero thev would have hailed it as a message from heaven telling them that an enemy had been removea frjom the face of the earth. ! To-dav thfeV Will read it regretfully, and their comment will be: "He was a err eat man. He was a good; man. He was aii honest man. As he has forgiven us, so have we long ago forgiven him.' " ; M The above extract from the! (hurier Journal, shows how the best of the Southern democratic papers ; speak of the deceased statesman. This paper is a representative of whatever is progres sive? of whatever is liberal, ot whatever is tolerant, of whatever is national in the party to which it belongs.1 It has pen etration sufficient to see that a nation ality cannot be based upon a vindic tive hate which r-rcu survives tjje death of men and of dogmas. The snow" blockade on the pentral Pacific has been again raised, and trains arc moving each way. j Governor Beveridge has banished cards and dancing from the executive mansion of Illinois, in response to the "demands " of the Methodist brethren. Mme. Catacazy is in Paris, where the continued beauty and taste of her toilets is amply appreciated, but a chronicler delicately suggests the wan- I ing of her natural charms by saying that " unadorned she would be adorned as little as one can imagine." Thc will of Miss Sophia J. Snow, bequeathing $85,000 to various charita ble institutions, was admitted to pre-j bate in Boston Tuesday. The will ends' as follows : " I forbid any person or persons to break this my last wiU and testament, and whoever attempts to break it or breaks it may he, she,, or they find no peace for mind or body in this world or the world to come." The decrease in the business of the various Southern steam-ship companies during the past few weeks, and, in fact, throughout the entire Winter, has bc un to attract general attention in com mercial circles. Within a clay or two the Erie Basin Drydock Company have received applications for dock room for more steamers of these lines than they can accommodate. The Garrison's Sa vannah Line.
