On motion ol Mr. Couk, it was Resolved y That th. committee of ways and means be instructed to enquire into tlie expediency of requiring every class of public officers charged timer with the collection or disbursement ot the public money to settle their accouts within specified perioJs, under the pe nalty of al?olutely forfeiting their re spective appointments. A resolution was offered by Mr. Rich, of Vermont, instiucting the coin miitee of manufactures to inquire into the expediency of prohibiting, after cer tain periods, the importation, except lor the expor trade, of distilled spirits and malt liquors; manufactures of wool; cotton and llaxcii goods; glass wares and window glass iron, in liars, ro Is, sheets, castings, spikes anil nails, and manufactures ol she? t iron; manufac tures of lead, copper, or tin; all de -crip;ions of paper; ant! manufactures of leather: and also instructing tlie com mittee to inquire in o the expediency ol levying an excise duty upon the do mestic articles which shall be substitu ted for those, the importation of whicn shail he prohibited: the excise to take effect simultaneous with prohibition. Mr. Storrs, after referring to the do cuments to shew that an agent had been employed in one of the commissions under the British treaty, although the [ appropriation was withheld by con gress at the last session, in order to abe lish tlie agency, moved the following resolution: Resolved , That the committee on the expenditures in the department of state be instructed specially to enquire whether any moneys have been chs buised through that department, or an trorised to be disburse I, on account of any salary or rompensa i n to an agr nt or acting agent or any person employed in i hat capacity on ihe part of tne Uni ted States, during the )car 1820, under the 6th or 7th articles of the late treaty of peace with (ireat Britain; and, if any moneys have been so paid, to inquire and report to the h >use by authority of vhat law, and out of what appropriation the ?auie has been paid And, the question being taken ori agreeing to the resolution, it was agreed to without opposition. Mr. Wailicid submitted Cor conside ration the following icsolution: Jicauh-rrf, That 5,0')0 copies of the letter from the comptroller ol the trea sury transmi'ting a list of balances on the books of the second an.l third audi tors o! the treasury which have remain ed more than three years prior to the 30th Sept. 1820, a list of t lie names oi' persons who have fiiLcd to render their accounts to the s*id auditors within the year, and a list of advances made prior to the Jd Maich, 1809, by the war de partment, which temained to be ?c counted for on the b'juks of the thiid auditor of tiie treasury on tiie 30th Sept. 182o. he printed for the use of tire members oi this house. This icsolution was supported by Mr. Wirfi: Id and opposed by Mr. Smith, of Maryland; hut at the suggestion of M:*. Lowndes, the resolution was laid on the table, with a view of s?etng wliethcr stich ? discrimination or classification <?f 'he cases might be made as to show distinctly the class or rases remaining unsettled Irom circumstances separate ly from that of actual defalcation. MILITARY ENPEN'OITUKE*. Th- hous-- then resolved itself into a committee of th?* whole, Mr. Allen, of Massachusetts, in the chair, on the bill making p-ru-1 app- opi utions for the support of the military establishment foi the year 1821. Tr.ere was a desul'ory conversation on the detads of the hill, the result was, that the bill was ordered to be Cugroa sed for a third reading without serious opposition. Wednesday, January 3. The resolution ycstcpr.ay submitted by Mr Burwcll, directing an enquiry into the expediency ol fixing by bw the salaries of the persona attached to the commissions in.de r t!?e tieaty of Ghent, Sic. and mat submitted by Sir. Smith, of Maryland, calling for certain infor mation, were agreed to. The house proceeded to consider the bill in addition to the several acts ma king provision for certain persons en gaged in the land and naval service of the United States in the revolutionary war; aud Mr. Harden moved to am>*nd it by a !: ing to it il.r lotlowing svClVoii.s: S c. 2. And be it further enacted, That every pensioner who hat, under the act of the l it of May, 18'20} been s'riLken from the pension roll, shall be placed a^ain on the pen-ion roll, if application snail be made by him, if, upon exami ning his schedule, he is worth less th.ni dollars. And, debate arising thereon, the bill * as agin ordered to lir on the table. On motion of Mr. Baldwin, it was Resolved , That ine committee on commerce be instructed to enquire whether, in tin ir opinion, any further measures aie necessary to be adopted for the due enforcement of the existing revenue laws. Resolved, That the commiitce of commerce be instructed to enquire into :he expediency of making any alteration in the existing laws which relate to the verification of invoices, or to manifests of noods nnpoited from foreign parts.
